Motion No. 49 of Ms. Wasylycia-Leis (Winnipeg North Centre), seconded by Mrs. Dockrill (Bras D'Or -- Cape Breton), -- That Bill C-13, in Clause 20, be amended by adding after line 7 on page 11 the following:

      "(5) The Conflict of Interest and Post-Employment Code for Public Office Holders apply with such modifications as the circumstances require to the members of the Advisory Boards. For the purposes of the Code, "Public Office Holder" includes a member of an Advisory Board."

Motion No. 50 of Ms. Wasylycia-Leis (Winnipeg North Centre), seconded by Mrs. Dockrill (Bras D'Or -- Cape Breton), -- That Bill C-13, in Clause 20, be amended by adding after line 7 on page 11 the following:

      "20.1 (1) Within three months after the coming into force of this Act, the Governing Council shall make a by-law establishing a code of ethics for the members of the Advisory Boards.
      (2) The by-law referred to in subsection (1) shall apply to the members of the Advisory Boards thirty days after it is made."

      "32.1 (1) The administration of this Act shall be reviewed every five years by any committee of the House of Commons, of the Senate or of both Houses of Parliament as may be designated or established by Parliament for that purpose.
      (2) The committee designated or established by Parliament for the purpose of subsection (1) shall undertake a comprehensive review of the provisions and operation of this Act and shall, within a reasonable time after the review is completed, submit a report to Parliament thereon including a statement of any changes the committee would recommend."

The House resumed consideration of the motion of Mr. Godin (Acadie -- Bathurst), seconded by Mrs. Dockrill (Bras D'Or -- Cape Breton), -- That, in the opinion of this House, the government should take immediate action to restore Employment Insurance benefits to seasonal workers; (Private Members' Business M-222).

And of the amendment of Mr. Hubbard (Miramichi), seconded by Mr. Wilfert (Oak Ridges), -- That the motion be amended by deleting al the words after the words "immediate action to" and substituting the following:

    "review Employment Insurance benefits for seasonal workers."

The debate continued.

Mrs. Dockrill (Bras D'Or -- Cape Breton), seconded by Mr. Martin (Winnipeg Centre), moved the following sub-amendment, -- That the amendment be amended by adding after the word "review" the following:

    "in country-wide public hearings"

Debate arose thereon.
