Presenting Reports from Committees

Mr. Lee (Parliamentary Secretary to the Leader of the Government in the House of Commons), from the Standing Committee on Procedure and House Affairs, presented the 18th Report of the Committee (Standing Order provisions respecting Bill S-14). -- Sessional Paper No. 8510-362-30.

Introduction of Government Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Ms. Copps (Minister of Canadian Heritage), seconded by Mr. Pettigrew (Minister for International Trade), Bill C-27, An Act respecting the national parks of Canada, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Gilmour (Nanaimo -- Alberni), seconded by Mr. Epp (Elk Island), Bill C-448, An Act to amend the Access to Information Act (Crown corporations), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Questions on Order Paper

Mr. Lee (Parliamentary Secretary to the Leader of the Government in the House of Commons) presented the answer to question Q-66 on the Order Paper.

NOTICES OF MOTIONS FOR THE PRODUCTION OF PAPERS

Ordered, -- That an Order of the House do issue for copies of a poll referred to by the Prime Minister during question period on May 5, 1998, in which he stated that ``Only 10% of Canadians think the Reform Party members are doing this because they are compassionate but 75% of Canadians think they are doing it for politics.'' (Notice of Motion for the Production of Papers P-7 -- Mr. White (Langley -- Abbotsford)).


Ordered, -- That an Order of the House do issue for copies of all documents, reports, minutes of meetings, notes, memos, correspondence and invoices relating to the Canadian underground economy, the estimated size of this ``non-reported'' economy in monetary terms, and the estimated amount of federal tax revenue that the government has not collected due to the underground economy. (Notice of Motion for the Production of Papers P-9 -- Mr. Lowther (Calgary Centre)).

GOVERNMENT ORDERS

The House resumed consideration of the motion of Mr. Martin (Minister of Finance), seconded by Mr. Gagliano (Minister of Public Works and Government Services), -- That this House approves in general the budgetary policy of the Government; (Ways and Means Proceedings No. 5)

And of the amendment of Mr. Manning (Calgary Southwest), seconded by Mr. Solberg (Medicine Hat), -- That the motion be amended by replacing all the words after the word ``That'' with the following:

    ``the House of Commons rejects the government's Budget statement because it totally ignores the gross mismanagement of grants and contritutions by the Human Resources Development Department, and continues the tradition of hidden tax hikes and boondoggle-prone spending that denies Canadians real tax relief.'';

And of the sub-amendment of Mr. Loubier (Saint-Hyacinthe -- Bagot), seconded by Mr. Desrochers (Lotbinière), -- That the amendment be amended by adding after the words ``real tax relief'' the following:

    ``and real and immediate adjustments in the employment insurance system as well as in transfers to the provinces to fund health care, education and social assistance.''.

The debate continued.
