Tabling of Documents

Pursuant to Standing Order 32(2), Mr. Lee (Secretary to the Leader of the Government in the House of Commons) laid upon the Table, -- Government responses, pursuant to Standing Order 36(8), to the following petitions:

-- Nos. 362-0022 and 362-0041 concerning the income tax system. -- Sessional Paper No. 8545-362-15-04;

Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Calder (Dufferin -- Peel -- Wellington -- Grey), seconded by Mr. Wappel (Scarborough Southwest), Bill C-390, An Act to provide for the recognition of the Canadien Horse as the national horse of Canada, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Presenting Petitions

Pursuant to Standing Order 36, petitions certified correct by the Clerk of Petitions were presented as follows:

Questions on Order Paper

Mr. Lee (Parliamentary Secretary to the Leader of the Government in the House of Commons) presented the answers to questions Q-11 and Q-23 on the Order Paper.

Motions

By unanimous consent, it was ordered, -- That, notwithstanding the provisions of Standing Order 76(1) and 76(2), the report stage of Bill C-2, An Act respecting the election of members to the House of Commons, repealing other Acts relating to elections and making consequential amendments to other Acts, may be taken up on the second sitting day after the said bill is reported to the House by the Standing Committee on Procedure and House Affairs; provided that any notice of amendments at the report stage may be received on or before the day immediately before the report stage commences.

GOVERNMENT ORDERS

The Order was read for the consideration at report stage of Bill C-9, An Act to give effect to the Nisga'a Final Agreement, as reported by the Standing Committee on Aboriginal Affairs and Northern Development without amendment.

    (a) by replacing line 2 on page 2 with the following:

    (b) by deleting the word "Final" wherever it occurs in the Bill.

Mr. Chatters (Athabasca), seconded by Mr. Strahl (Fraser Valley), moved Motion No. 30, -- That Bill C-9, in Clause 1, be amended by replacing line 2 on page 2 with the following:

    "Final Agreement Implementation Act."

QUORUM

The attention of the Speaker was drawn to the lack of a quorum and, fewer than 20 members having been counted, pursuant to Standing Order 29(3), the bells were rung to call in the Members.

After five minutes, a quorum was found.

The House resumed consideration at report stage of Bill C-9, An Act to give effect to the Nisga'a Final Agreement, as reported by the Standing Committee on Aboriginal Affairs and Northern Development without amendment;

Mr. Peterson (Secretary of State (International Financial Institutions)) laid upon the Table, -- Notice of a Ways and Means motion to amend the Excise Tax Act, a related Act, the Bankruptcy and Insolvency Act, the Budget Implementation Act, 1997, the Budget Implementation Act, 1998, the Budget Implementation Act, 1999, the Canada Pension Plan, the Companies' Creditors Arrangement Act, the Cultural Property Export and Import Act, the Customs Act, the Customs Tariff, the Employment Insurance Act, the Excise Act, the Income Tax Act, the Tax Court of Canada Act and the Unemployment Insurance Act. (Ways and Means Proceedings No. 3) -- Sessional Paper No. 8570-362-3.

Pursuant to Standing Order 83(2), at the request of Mr. Peterson (Secretary of State (International Financial Institutions)), an Order of the Day was designated for the consideration of this Ways and Means motion.

MOTIONS

By unanimous consent, it was ordered, -- That the Standing Committee on Justice and Human Rights be designated as the committee for the purposes of section 233 of the Corrections and Conditional Release Act.


By unanimous consent, it was ordered, -- That the 48th Report of the Standing Committee on Procedure and House Affairs in the First Session of the Thirty-sixth Parliament be deemed to have have been laid upon the Table in the present Session and concurred in, provided that for the purposes of this Order the date "June 30, 1999" in the said Report shall be read as "June 30, 2000".

The Order was read for the second reading and reference to the Standing Committee on Justice and Human Rights of Bill C-209, An Act to amend the Criminal Code (prohibited sexual acts).

Mr. Hanger (Calgary Northeast), seconded by Mr. Thompson (Wild Rose), moved, -- That the Bill be now read a second time and referred to the Standing Committee on Justice and Human Rights.

Debate arose thereon.

Pursuant to Standing Order 96(1), the Order was dropped from the Order Paper.
