Tabling of Documents

Pursuant to Standing Order 32(2), Mr. Lee (Secretary to the Leader of the Government in the House of Commons) laid upon the Table, -- Government responses, pursuant to Standing Order 36(8), to the following petitions:

-- Nos. 361-2389, 361-2406, 361-2409 and 361-2432 concerning immigration. -- Sessional Paper No. 8545-362-19-01;

-- No. 361-2451 concerning the debts of the poorest countries. -- Sessional Paper No. 8545-362-20-01.

Presenting Reports from Committees

Mr. Lee (Parliamentary Secretary to the Leader of the Government in the House of Commons), from the Standing Committee on Procedure and House Affairs, presented the Fourth Report of the Committee, which was as follows:

      The Committee recommends, pursuant to Standing Orders 104 and 114, that the following Members be added to the list of Associate Members of the Standing Committee on Human Resources Development and the Status of Persons with Disabilities:
      Carolyn Bennett Joe Jordan Nancy Karetak-Lindell

A copy of the relevant Minutes of Proceedings was tabled.

Introduction of Government Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Ms. Bradshaw (Minister of Labour), seconded by Mr. Rock (Minister of Health), Bill C-12, An Act to amend the Canada Labour Code (Part II) in respect of occupational health and safety, to make technical amendments to the Canada Labour Code (Part I) and to make consequential amendments to other Acts, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Recommendation
(Pursuant to Standing Order 79(2))

Her Excellency the Governor General recommends to the House of Commons the appropriation of public revenue under the circumstances, in the manner and for the purposes set out in a measure entitled "An Act to amend the Canada Labour Code (Part II) in respect of occupational health and safety, to make technical amendments to the Canada Labour Code (Part I) and to make consequential amendments to other Acts".

Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Gallaway (Sarnia -- Lambton), seconded by Mr. Finlay (Oxford), Bill C-276, An Act to amend the Competition Act, 1998 (negative option marketing), was introduced, read the first time and ordered to be printed.

Pursuant to Standing Order 86.1, the Bill (previously Bill C-393, 1st Session, 36th Parliament) was deemed read the second time and referred to the Standing Committee on Industry.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. White (North Vancouver), seconded by Mr. Mayfield (Cariboo -- Chilcotin), Bill C-277, An Act to provide for the holding of citizen-initiated referenda on specific questions, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. White (North Vancouver), seconded by Mr. Mayfield (Cariboo -- Chilcotin), Bill C-278, An Act to amend the Canada Elections Act (appointment of election officers), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. White (North Vancouver), seconded by Mr. Mayfield (Cariboo -- Chilcotin), Bill C-279, An Act to amend the Canada Elections Act (election expenses), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Mahoney (Mississauga West), seconded by Mr. Bélair (Timmins -- James Bay), Bill C-280, An Act to amend the Copyright Act, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Gallaway (Sarnia -- Lambton), seconded by Mr. Finlay (Oxford), Bill C-281, An Act to amend the Divorce Act (child of the marriage), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Motions

By unanimous consent, Mr. Lee (Parliamentary Secretary to the Leader of the Government in the House of Commons), seconded by Mr. Wappel (Scarborough Southwest), moved, -- That the Fourth Report of the Standing Committee on Procedure and House Affairs, presented earlier today, be concurred in.

The question was put on the motion and it was agreed to.

Presenting Petitions

Pursuant to Standing Order 36, petitions certified correct by the Clerk of Petitions were presented as follows:

-- by Mr. Breitkreuz (Yellowhead), one concerning the Canadian Charter of Rights and Freedoms (No. 362-0111).

MOTIONS

By unanimous consent, it was ordered, -- That, at the conclusion of the debate on today's opposition motion, all questions necessary to dispose of this motion be deemed put and a recorded division be deemed requested and deferred until Tuesday, November 2, 1999, at the expiry of the time provided for Government Orders.


By unanimous consent, it was ordered, -- That, during today's sitting, the Member proposing a motion on an allotted day shall not speak for more than twenty minutes, following which, a period not exceeding ten minutes shall be made available, if required, to allow Members to ask questions and comment briefly on matters relevant to the speech and to allow responses thereto, and immediately thereafter a representative of each of the recognized parties, other than that of the Member proposing the motion, may be recognized to speak for not more than ten minutes, following which, in each case, a period not exceeding five minutes shall be made available, if required, to allow Members to ask questions and comment briefly on matters relevant to the speech and to allow responses thereto.

GOVERNMENT ORDERS

The Order was read for the consideration of the Business of Supply.

Mr. Duceppe (Laurier -- Sainte-Marie), seconded by Mr. de Savoye (Portneuf), moved, -- That this House reaffirms its desire to maintain the provisions of section 6.1(a) of the Air Canada Public Participation Act limiting ownership of the capital stock of Air Canada by any person or group to 10 % of the voting shares.

Debate arose thereon.

Mr. Guimond (Beauport -- Montmorency -- Côte-de-Beaupré -- Île d'Orléans), seconded by Mr. Loubier (Saint-Hyacinthe -- Bagot), moved the following amendment, -- That the motion be amended by adding after the word ``reaffirms'' the following:

    ``clearly''
