PRAYERS

GOVERNMENT ORDERS

The Order was read for the consideration at report stage of Bill C-41, An Act to amend the statute law in relation to veterans' benefits, as reported by the Standing Committee on National Defence and Veterans Affairs with an amendment.

Pursuant to Standing Order 76.1(5), the Speaker selected and grouped for debate the following motions:

Group No. 1 -- Motions Nos. 1, 2 and 4.

Group No. 2 -- Motion No. 3.

Group No. 1

Mr. Mercier (Terrebonne -- Blainville), seconded by Mr. Perron (Rivière-des-Mille-Îles), moved Motion No. 1, -- That Bill C-41 be amended by adding after line 21 on page 13 the following new clause:

      "6.7.1 For greater certainty, the disclosure referred to in section 6.7 and any other disclosure of personal information referred to in this Act shall be made solely for the purposes of this Act, and in no case shall records containing personal information be made available to another federal department or agency or the personal information contained therein be disclosed in any manner."

Mr. Mercier (Terrebonne -- Blainville), seconded by Mr. Perron (Rivière-des-Mille-Îles), moved Motion No. 2, -- That Bill C-41, in Clause 41, be amended by adding after line 6 on page 32 the following:

      "109.2.1 For greater certainty, the disclosure referred to in section 109.2 and any other disclosure of personal information referred to in this Act shall be made solely for the purposes of this Act, and in no case shall records containing personal information be made available to another federal department or agency or the personal information contained therein be disclosed in any manner."

Mr. Mercier (Terrebonne -- Blainville), seconded by Mr. Perron (Rivière-des-Mille-Îles), moved Motion No. 4, -- That Bill C-41, in Clause 84, be amended by adding after line 36 on page 53 the following:

      "(2.1) For greater certainty, the disclosure referred to in this section and any other disclosure of personal information referred to in this Act shall be made solely for the purposes of this Act, and in no case shall records containing personal information be made available to another federal department or agency or the personal information contained therein be disclosed in any manner."

By unanimous consent, Motions Nos. 1, 2 and 4 were withdrawn.

Group No. 2

Mr. Baker (Minister of Veterans Affairs), seconded by Mr. Boudria (Leader of the Government in the House of Commons), moved Motion No. 3, -- That Bill C-41, in Clause 46, be amended

    (a) by replacing line 38 on page 35 with the following:
      "32. Subject to this Part, an award in"
    (b) by deleting lines 12 to 15 on page 36.

Recommendation
(Pursuant to Standing Order 76.1(3)
)

    Her Excellency the Governor General recommends to the House of Commons the appropriation of public revenue under the circumstances, in the manner and for the purposes set out in the following amendment to Bill C-41, An Act to amend the statute law in relation to veterans' benefits: That Clause 46 be amended
    (a) by replacing line 38 on page 35 with the following:
      "32. Subject to this Part, an award in"
    (b) by deleting lines 12 to 15 on page 36.

Debate arose on the motion in Group No. 2.

The question was put on Motion No. 3 and it was agreed to.

Mr. Boudria (Leader of the Government in the House of Commons) for Mr. Baker (Minister of Veterans Affairs), seconded by Mr. Manley (Minister of Industry), moved, -- That the Bill, as amended, be concurred in at report stage with a further amendment.

The question was put on the motion and it was agreed to.

Accordingly, the Bill, as amended, was concurred in at report stage with a further amendment.

By unanimous consent, Mr. Boudria (Leader of the Government in the House of Commons) for Mr. Baker (Minister of Veterans Affairs), seconded by Mr. Manley (Minister of Industry), moved, -- That the Bill be now read a third time and do pass.

Debate arose thereon.

The question was put on the motion and it was agreed to.

Accordingly, the Bill was read the third time and passed.

MESSAGES FROM THE SENATE

Messages were received from the Senate informing this House that the Senate has passed the following Bills to which the concurrence of the House is desired:

    S-20, An Act to enable and assist the Canadian tobacco industry in attaining its objective of preventing the use of tobacco products by young persons in Canada;

    S-26, An Act to repeal An Act to incorporate the Western Canada Telephone Company.

Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Bonin (Nickel Belt), seconded by Mr. Adams (Peterborough), Bill C-503, An Act to amend the Criminal Code and the Corrections and Conditional Release Act (to provide for judicial discretion to assign a security classification of maximum to high-risk violent offenders, to establish a Board of Management to oversee operations of the Correctional Service of Canada and to establish an Office of Ombudsman for Victims), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Harb (Ottawa Centre), seconded by Mr. Pratt (Nepean -- Carleton), Bill C-504, An Act to amend the Income Tax Act (to provide for the deduction of funeral expenses), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. MacKay (Pictou -- Antigonish -- Guysborough), seconded by Mr. Bachand (Richmond -- Arthabaska), Bill C-505, An Act to amend the Criminal Code (recruitment of children and swarming), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.
