Tuesday, March 21, 2000

The Standing Committee on Justice and Human Rights met at 11:00 a.m. this day, in Room 209, West Block, the Vice-Chair, Ivan Grose, presiding.

Members of the Committee present: Carolyn Bennett, Aileen Carroll, Paul DeVillers, Ivan Grose, Peter MacKay, John Maloney and John McKay.

Acting Members present: Paul Forseth for Jim Abbott and Réal Ménard for Michel Bellehumeur.

In attendance: From the Library of Parliament: Mary Hurley, Researcher; Philip Rosen, Senior Analyst.

Witnesses: From the Professional Institute of the Public Services of Canada (The): Steve Hindle, President; Sally Diehl, Research Officer and Compensation Analyst. From the Toronto District Muslim Education Assembly: Ibrahim El-Sayed, President; Mobarak Ali, Consultant. From the Canadian Human Rights Commission: Michelle Falardeau-Ramsay, Chief Commissioner; Michel A. Paré, Director General, Anti-discrimination Programs Branch. From the Law Commission of Canada: Roderick Macdonald, President; Susan Alter, Researcher.

Pursuant to its Order of Reference of Monday, February 21, 2000, the Committee resumed consideration of Bill C-23, An Act to modernize the Statutes of Canada in relation to benefits and obligations (See Minutes of Proceedings, Tuesday, February 29, 2000 , Meeting No. 27).

The witnesses made opening statements and answered questions.

At 12:54 p.m., the Committee adjourned to the call of the Chair.
