At 11:02 a.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.

The House resumed consideration of the motion of Mr. Wappel (Scarborough West), seconded by Mr. Gagnon (Bonaventure -- Îles-de-la-Madeleine), -- That Bill C-206, An Act to provide for the relocation and protection of witnesses, be now read a second time and referred to the Standing Committee on Justice and Legal Affairs.

The debate continued.

The question was put on the motion and it was agreed to.

Accordingly, the Bill was read a second time and referred to the Standing Committee on Justice and Legal Affairs.

The Order was read for the second reading and reference to the Standing Committee on Industry of Bill C-46, An Act to establish the Department of Industry and to amend and repeal certain other Acts.

Mr. Gagliano (Secretary of State (Parliamentary Affairs) and Deputy Leader of the Government in the House of Commons) for Mr. Manley (Minister of Industry), seconded by Mr. Robichaud (Secretary of State (Agriculture and Agri-Food, Fisheries and Oceans)), moved, -- That the Bill be now read a second time and referred to the Standing Committee on Industry.

Debate arose thereon.

Mr. Rocheleau (Trois-Rivières), seconded by Mr. Jacob (Charlesbourg), moved the following amendment, -- That the motion be amended by striking out all the words after the word ``That'' and substituting the following:

      ``this House declines to give second reading to Bill C-46, An Act to establish the Department of Industry and to amend and repeal certain other Acts, given that the principle of the Bill fails to put an end to duplication and overlap in that it does not recognize Quebec's exclusive jurisdiction over regional economic development.''

Debate arose thereon.

    (b) by deleting the word ``regional''.
