Mr. Ménard (Hochelaga -- Maisonneuve), seconded by Mr. Brien (Temiscamingue), moved, -- That, in the opinion of this House, the government should, in accordance with international law, recognize Quebec's inalienable right to choose its political destiny and consequently its right to self-determination. Mr. Harper (Calgary West), seconded by Mr. Ramsay (Crowfoot), moved Motion No. 1, -- That Bill C-110, in Clause 1, be amended by replacing line 13, on page 1, with the following:

    ``to by at least two-thirds of the provinces that include''.

Mr. Rock (Minister of Justice), seconded by Mr. Flis (Parliamentary Secretary to the Minister of Foreign Affairs), moved Motion No. 2, -- That Bill C-110, in Clause 1, be amended:

    (a) by replacing line 16, on page 1, with the following:
      ``(c) British Columbia;
      (d) two or more of the Atlantic provinces'';
    (b) by replacing line 21, on page 1, with the following:
      ``(e) two or more of the Prairie provinces'';
    (c) by replacing line 25, on page 1, with the following:

NOTICES OF MOTIONS

Mr. Gagliano (Secretary of State (Parliamentary Affairs) and Deputy Leader of the Government in the House of Commons) gave notice of intention to move a motion at the next sitting of the House, pursuant to Standing Order 78(3), for the purpose of allotting a specified number of days and hours for the consideration and disposal of the report stage and third reading stage of Bill C-110, An Act respecting constitutional amendments.

MOTIONS

By unanimous consent, the Order for the second reading and reference to the Standing Committee on Procedure and House Affairs of Bill C-362, An Act to amend the Parliament of Canada Act and the Canada Elections Act (confidence votes), standing in the list of items outside the Order of Precedence on the Order Paper in the name of Mr. Hermanson (Kindersley -- Lloydminster), was discharged and the Bill withdrawn.

At 6:30 p.m., pursuant to Order made Wednesday, December 6, 1995, the House resumed consideration of the motion of Mr. Chr6tien (Prime Minister), seconded by Ms. Copps (Deputy Prime Minister and Minister of the Environment), -- That

    Whereas the people of Quebec have expressed the desire for recognition of Quebec's distinct society:
      (1) the House recognize that Quebec is a distinct society within Canada;
      (2) the House recognize that Quebec's distinct society includes its French-speaking majority, unique culture and civil law tradition;
      (3) the House undertake to be guided by this reality;
      (4) the House encourage all components of the legislative and executive branches of government to take note of this recognition and be guided in their conduct accordingly.

The House proceeded to the taking of the deferred recorded division on the amendment of Mr. Manning (Calgary Southwest), seconded by Mr. Harper (Calgary West), -- That the motion be amended by adding immediately after the word ``accordingly'', the following:

    ``(5) Nothing in this resolution shall:
      (i) Confer or be interpreted as conferring upon the legislature or government of Quebec, any new legislative or executive powers, proprietary rights, status, or any other rights or privileges not conferred on the legislature or government of any province;
      (ii) Diminish or be interpreted as diminishing in any way the rights and freedoms of any resident of Quebec;
      (iii) Deny or be interpreted as denying that Canada constitutes one nation.''
