GOVERNMENT ORDERS

The Order was read for the consideration of the Business of Supply.

Mrs. Lalonde (Mercier), seconded by Mr. Pare (Louis-Hebert), moved, -- That this House denounce the government for its massive cuts to the unemployment insurance system that limit access to the program and hit young people, women, seasonal workers and immigrants hard.

Debate arose thereon.

Mr. Milliken (Parliamentary Secretary to the Leader of the Government in the House of Commons), from the Standing Committee on Procedure and House Affairs, presented the 108th Report of the Committee (electoral boundaries). -- Sessional Paper No. 8510-351-179.

Ms. Bethel (Edmonton East), from the Standing Committee on Industry, presented the 11th Report of the Committee (Bill C-88, An Act to implement the Agreement on Internal Trade, with amendments). -- Sessional Paper No. 8510-351-180.

Mrs. Payne (St. John's West), from the Standing Committee on Fisheries and Oceans, presented the 3rd Report of the Committee (Bill C-98, An Act respecting the oceans of Canada, with amendments). -- Sessional Paper No. 8510-351-181.

A copy of the relevant Minutes of Proceedings (Issues Nos. 27 and 28, which includes this Report) was tabled.

Presenting petitions

Pursuant to Standing Order 36, petitions certified correct by the Clerk of Petitions were presented as follows:

-- by Mr. Szabo (Mississauga-South), one concerning the income tax system (No. 351-4119) and one concerning alcoholic beverages (No. 351-4120);

GOVERNMENT ORDERS

The House resumed consideration of the motion of Mrs. Lalonde (Mercier), seconded by Mr. Paré (Louis-Hébert), in relation to the Business of Supply.

The debate continued.

Pursuant to Standing Order 81(17), the proceedings on the opposition motion expired.

It being the fifth and final allotted day for the Supply Period ending December 10, 1995, pursuant to Order made Wednesday, December 6, 1995, the conclusion of the proceedings relating to the Business of Supply was deferred until Monday, December 11, 1995, at 6:30 p.m.

PRIVATE MEMBERS' BUSINESS

At 1:30 p.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.

The Order was read for the second reading and reference to the Standing Committee on Justice and Legal Affairs of Bill C-323, An Act to amend the Bankruptcy and Insolvency Act (order of discharge).

Mr. Forseth (New Westminster -- Burnaby), seconded by Mr. Gouk (Kootenay West -- Revelstoke), moved, -- That the Bill be now read a second time and referred to the Standing Committee on Justice and Legal Affairs.

Debate arose thereon.

Pursuant to Standing Order 93, the Order was dropped to the bottom of the order of precedence on the Order Paper.
