GOVERNMENT ORDERS

Notice having been given at a previous sitting under the provisions of Standing Order 78(3), Mr. Gagliano (Secretary of State (Parliamentary Affairs) and Deputy Leader of the Government in the House of Commons), seconded by Mr. Martin (Minister of Finance), moved, -- That, in relation to Bill C-68, An Act respecting firearms and other weapons, not more than one further sitting day shall be allotted to the consideration of second reading stage of the Bill; and

That, fifteen minutes before the expiry of the time provided for Government Business on the allotted day of the second reading consideration of the said Bill, any proceedings before the House shall be interrupted, if required, for the purpose of this Order and, in turn, every question necessary for the disposal of the second reading stage of the Bill shall be put forthwith and successively, without further debate or amendment.

    ``this House declines to give second reading to Bill C-68, An Act respecting firearms and other weapons, because the principle of establishing a system for licensing and registration of all firearms and the principle of creating a variety of offenses are two unrelated issues that should be addressed separately.''

Mrs. Brown (Calgary Southeast), seconded by Mr. Breitkreuz (Yellowhead), moved, -- That, in the opinion of this House, the government should transfer the responsibility for cultural preservation to individuals by discontinuing federal multiculturalism programs, relinquishing control of multiculturalism thereby allowing multiculturalism to flourish by giving individuals the freedom to pursue their own cultural ideals. Debate arose thereon.
