Pursuant to Standing Order 34(1), Mr. Maloney (Erie), presented the Report of the Canada-Japan Inter-Parliamentary Group regarding its participation at the 3rd Annual Meeting of the Asia Pacific Parliamentary Forum, held in Acapulco, Mexico, on January 13 and 14, 1995. -- Sessional Paper No. 8565-351-57B.

Introduction of Government Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Rock (Minister of Justice), seconded by Mr. Chan (Secretary of State (Asia-Pacific)), Bill C-68, An Act respecting firearms and other weapons, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Questions on Order Paper

Mr. Milliken (Parliamentary Secretary to the Leader of the Government in the House of Commons) presented the answers to questions Q-118 and Q-120 on the Order Paper.


Pursuant to Standing Order 39(7), the following question was made an Order of the House for a Return:

    Q-119 -- Mr. Penson (Peace River) -- Which Canadian companies signed firm deals in China, what was the total dollar amount for these deals, and what was the extent and source of federal government financing to make these deals possible?

GOVERNMENT ORDERS

Mr. Grubel (Capilano -- Howe Sound), seconded by Mr. Mills (Red Deer), moved, -- That this House urge the government to respond to the demands of Canadians for decisive spending cuts and no net tax increases to eliminate the deficit and to produce a smaller federal government.

Pursuant to Order made Friday, February 10, 1995, the House proceeded to the taking of the deferred recorded division at report stage of Bill C-37, An Act to amend the Young Offenders Act and the Criminal Code, as reported by the Standing Committee on Justice and Legal Affairs with amendments.

The House proceeded to the taking of the deferred recorded division on Motion No. 1 of Mr. Rock (Minister of Justice), seconded by Mr. Gagliano (Secretary of State (Parliamentary Affairs) and Deputy Leader of the Government in the House of Commons), -- That Bill C-37, in Clause 12, be amended by replacing lines 13 to 18, on page 10, with the following:

      ``(5.1) Where a young person elects or is deemed to have elected to be tried by a judge of a superior court of criminal jurisdiction with a jury, the youth court shall conduct a preliminary inquiry and if, on its conclusion, the young person is ordered to stand trial, the proceedings shall be before a judge of the superior court of criminal jurisdiction with a jury.
      (5.2) A preliminary inquiry referred to in subsection (5.1) shall be conducted in accordance with the provisions of Part XVIII of the Criminal Code, except to the extent that they are inconsistent with this Act.
      (6) Proceedings under this Act before a judge of a superior court of criminal jurisdiction with a jury shall be conducted, with such modifications as the circumstances require, in accordance with the provisions of Parts XIX and XX of the Criminal Code, except that''.
