And of the amendment of Mr. Rocheleau (Trois-Rivières), seconded by Mr. Jacob (Charlesbourg), — That the motion be amended by striking out all the words after the word “That” and substituting the following:

“this House declines to give second reading to Bill C–46, An Act to establish the Department of Industry and to amend and repeal certain other Acts, given that the principle of the Bill fails to put an end to duplication and overlap in that it does not recognize Québec’s exclusive jurisdiction over regional economic development.”

The debate continued.
