A copy of the relevant Minutes of Proceedings and Evidence (Issue No. 28, which includes this Report) was tabled.

Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Kerpan (Moose Jaw -- Lake Centre), seconded by Mr. Hermanson (Kindersley -- Lloydminster), Bill C-280, An Act to prevent the interruption by labour disputes of the orderly progress of grain from the farm gate to export and to amend the Canada Labour Code and the Public Service Staff Relations Act in consequence thereof, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Strahl (Fraser Valley East), seconded by Mr. Hermanson (Kindersley -- Lloydminster), Bill C-281, An Act to amend the Corrections and Conditional Release Act and the Prisons and Reformatories Act, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

    ``genital mutilation''.

GOVERNMENT ORDERS

The Order was read for the second reading and reference to the Standing Committee on Agriculture and Agri-Food of Bill C-51, An Act to amend the Canada Grain Act and respecting certain regulations made pursuant to that Act.

The Order was read for the second reading and reference to the Standing Committee on Foreign Affairs and International Trade of Bill C-47, An Act to amend the Department of External Affairs Act and to make related amendments to other Acts.

Mr. Gray (Leader of the Government in the House of Commons and Solicitor General of Canada) for Mr. Ouellet (Minister of Foreign Affairs), seconded by Mr. MacAulay (Secretary of State (Veterans)), moved, -- That the Bill be now read a second time and referred to the Standing Committee on Foreign Affairs and International Trade.

Debate arose thereon.

The question was put on the motion and it was agreed to on division.

Accordingly, the Bill was read a second time and referred to the Standing Committee on Foreign Affairs and International Trade.


The House resumed consideration of the motion of Mr. Dingwall (Minister of Public Works and Government Services), seconded by Mr. Peters (Secretary of State (International Financial Institutions)), -- That Bill C-52, An Act to establish the Department of Public Works and Government Services and to amend and repeal certain Acts, be now read a second time and referred to the Standing Committee on Government Operations;

And of the amendment of Mr. Marchand (Québec-Est), seconded by Mr. Asselin (Charlevoix), -- That the motion be amended by striking out all the words after the word ``That'' and substituting the following:

    ``this House declines to give second reading to Bill C-52, An Act to establish the Department of Public Works and Government Services and to amend and repeal certain Acts, because the principle of the Bill does not provide for a specific code of ethics to be put in place aimed at making transparent the contracting process and the acquisition of all goods and services by the Department of Public Works and Government Services Canada.''

Accordingly, the Bill was read a second time and, by unanimous consent, referred to a Committee of the Whole.

The Committee considered the Bill and reported it without amendment.

Pursuant to Standing Order 76.1(12), Mr. Anderson (Minister of National Revenue) for Mr. Rock (Minister of Justice), seconded by Ms. Blondin-Andrew (Secretary of State (Training and Youth)), moved, -- That the Bill be concurred in at report stage.

Accordingly, the Bill was concurred in at report stage.

By unanimous consent, Mr. Anderson (Minister of National Revenue) for Mr. Rock (Minister of Justice), seconded by Ms. Blondin-Andrew (Secretary of State (Training and Youth)), moved, -- That the Bill be now read a third time and do pass.

Mr. McClelland (Edmonton Southwest), seconded by Mr. Breitkreuz (Yorkton -- Melville), moved, -- That, in the opinion of this House, the government should change the name of the ``Canadian Charter of Rights and Freedoms'' to the ``Canadian Charter of Rights, Freedoms and Responsibilities''. Pursuant to Standing Order 96(1), the time provided for consideration of Private Members' Business expired and the Order was dropped from the Order Paper.
