The committee proceeded to the consideration of matters related to committee business.

The Chair presented the First Report from the Subcommittee on Agenda and Procedure, which read as follows:

Your subcommittee met on Tuesday, January 25, 2022, to consider the business of the committee and agreed to make the following recommendations:

1. That the analysts prepare a work plan that includes one-hour panels of three witnesses and that these witnesses be selected in the order of priority set out in the witness list suggested by the parties.

2. That the motion adopted on Tuesday, December 14, 2021, regarding the study of gun control, illegal arms trafficking and the increase in gun crimes committed by members of street gangs be amended by replacing the words “Friday, February 18, 2022” with the words “Tuesday, March 1, 2022”.

3. That the minister of Public Safety be invited to appear before the committee in relation to its study of gun control, illegal arms trafficking and the increase in gun crimes committed by members of street gangs.

4. That members send their list of proposed studies to the clerk no later than Friday, February 4, 2022.

On motion of Ron McKinnon, it was agreed, — That the First Report from the subcommittee be concurred in.

It was agreed, — That the proposed budget in the amount of $ 4,250, for the study of gun control, illegal arms trafficking and the increase in gun crimes committed by members of street gangs, be adopted.

Pursuant to the order of reference of Tuesday, December 7, 2021, the committee resumed its study of gun control, illegal arms trafficking and the increase in gun crimes committed by members of street gangs.

Scott Harris, Mark Weber, Brian Sauvé and D/Commr Stephen White made statements and, with D/Commr Michael Duheme, Don Halina and Kellie Paquette, answered questions.

At 1:51 p.m., the committee adjourned to the call of the Chair.
