At 6:02 p.m., the sitting was suspended.
At 6:07 p.m., the sitting resumed.
Michael Barrett moved, — That the draft report be amended by adding at the end of the report the following:
The right to institute inquiries and demand papers is one of the privileges of the House of Commons as a collectivity.
Accordingly, the committee wishes to draw the attention of the House on what appears to be a breach of its privileges and/or a possible case of contempt of Parliament and recommends the House to take measures it deems appropriate.
Debate arose thereon.
Julie Vignola moved, — That the motion be amended by adding the following: That the analysts outline in the report the issues experienced by the committee in obtaining documents in both official languages from government departments, agencies, and crown corporations, particularly the letter sent to the committee on Saturday, March 25, 2023, from Employment and Social Development Canada.
After debate, the question was put on the amendment of Julie Vignola and it was agreed to.

The motion, as amended, read as follows:
The draft report be amended by:
a) adding at the end of the report the following:
“The right to institute inquiries and demand papers is one of the privileges of the House of Commons as a collectivity.

Michael Barrett moved, — That the clerk of the committee send further correspondence to the departments to have them comply with the order from the committee; and that those departments who do not comply with the committee’s order by Wednesday, April 12, 2023, be reported to the House.
Debate arose thereon.
It was agreed, — That the analysts be given the ability to make formatting changes and to include contextual information on the motion in the report.
The committee resumed consideration of the motion of Michael Barrett.
