Pursuant to Standing Order 108(2) and the motion adopted by the committee on Friday, April 8, 2022, the committee resumed its study of small and medium-sized enterprises.

The witnesses made statements and answered questions.

At 12:20 p.m., the sitting was suspended.

At 12:30 p.m., the sitting resumed in-camera.

The committee proceeded to give drafting instructions to the analysts for a draft report.

The committee proceeded to the consideration of matters related to committee business.

It was agreed, — That the Third Report from the Subcommittee on Agenda and Procedure which read as follows, be concurred in:

1. That, a minimum of two further meetings be allocated to witness testimony for the study of Bill C-235.

2. That, pursuant to Standing Order 108(2), the committee undertake a study of the economic recovery from Covid-19, and that the evidence and documentation received by the committee during the 43rd Parliament on the subject be taken into consideration by the committee in the current session.

3. That the House of Commons Standing Committee on Industry, Science and Technology, hold immediate hearings to follow up on this committees Report from the 43rd Parliament entitled, “Fraudulent Calls in Canada: A federal Government’s First Start,” with an update on the Government response to this Report and to hear from key witnesses on new developments for the purpose of continued work to help Canadians be protected from fraud; and that the Committee devote a minimum of two meetings to this study.

4. That pursuant to Standing Order 108(2), the Committee undertake a study on issues related to the development and support of the electronics recycling industry; examine a wide range of different legislative approaches around the world; examine the costs of transport and the costs of access to the material; that the Committee devote a minimum of four meetings to this study and report its findings and recommendations to the House.

5. That the committee recognize that blockchain technology – a virtual ledger able to register transparently great volumes of transactions - is an emerging technology with vast potential to bring about innovation and efficiency gains in different industries such as financial services, health care, travel, entertainment, agriculture and many more sectors of our economy; that blockchain startups have seen an impressive growth in the last years; that regulatory certainty could bring about more investments in that specific field and drive innovation across the Canadian economy; that as such, pursuant to standing order 108(2), the Committee undertake a comprehensive study on the current state of blockchain technology in Canada, and potential applications, to determine the innovative opportunities it presents as well as the risks, alongside the legal and regulatory framework required to govern this emerging technology; that the Committee devote a minimum of four meetings to this study and report its findings to the House.

6. That the analysts update the draft report on the study on the Domestic Manufacturing Capacity for a COVID-19 Vaccine to include witness testimony from the current session.

7. That upon the referral of the Supplementary Estimates (B) 2022-23 to the committee, the committee invite the appropriate Ministers to appear and that the meeting be televised.

Pursuant to Standing Order 108(2) and the motion adopted by the committee on Friday, July 15, 2022, the committee resumed its study of Rogers Communications service outages.

It was agreed, — That the Chair, in consultation with the clerk and analysts, prepare a draft letter to the Minister of Innovation, Science and Industry.

At 12:46 p.m., the committee adjourned to the call of the Chair.
