Pursuant to Standing Order 108(2) and the motion adopted by the committee on Tuesday, February 6, 2024, the committee resumed its study of the CBSA assessment and Revenue Management system (CARM).

Tammy Bilodeau, Kim Campbell, Renate Jalbert, Corinne Pohlmann, Candace Sider and Louise Upton made statements and answered questions.

Motion

Simon-Pierre Savard-Tremblay moved, —

That, given that the Canada Border Services Agency is currently working to implement an official computerized registration system for the application of international trade policies relating to commercial duties and taxes for importers and supply chain partners specifically named "CBSA Assessment and Revenue Management" (CARM) and that this new system will come into effect for all on May 13, 2024; pursuant to Standing Order 108(2), the Committee

A. requests the Canada Border Services Agency to produce, in both official languages, unredacted copies of the contingency and disaster recovery plans, and

B. once the documents in A have been received by the members of the Committee that, if it is not possible to send an unredacted copy to the Committee for a valid reason, that an unredacted copy be forwarded directly to the Parliamentary Law Clerk who will then give his opinion on the need for redaction to the Committee, and this, provided that the documents are filed with the Clerk of the Committee no later than 15 days following the adoption of this motion.

Debate arose thereon.

It was agreed, — That debate on the motion of Simon-Pierre Savard-Tremblay be adjourned to 5:15 p.m.

Questioning of the witnesses resumed.

On motion of Mona Fortier, it was agreed, —

That the motion be amended by adding the words “and the transition plan for importers who are not registered with CARM by May 13” after the words “recovery plans” and by replacing the words “15 days” with the words “20 days”.

The committee resumed consideration of the motion as amended, and it was agreed to.

The motion, as amended, read as follows:

It was agreed, — That the committee consider an interim report based on the meetings of Tuesday, March 19, 2024 and Thursday, March 21, 2024, as well as the briefs received by the committee in the context of the study on the CBSA Assessment and Revenue Management system (CARM), during the meeting of Tuesday, April 9, 2024.

At 5:17 p.m., the committee adjourned to the call of the Chair.
