The committee proceeded to the consideration of matters related to committee business.

It was agreed, — That the First Report from the Subcommittee on Agenda and Procedure, which read as follows, be concurred in:

Your subcommittee met on Friday, January 21, 2022, to consider the business of the committee and agreed to make the following recommendations:

1. That the committee hold two-hour meetings and that each one-hour segment have three witnesses per panel and of those three, each will be allowed five minutes for opening statements.

2. That the first four meetings will be on the subsection of humanitarian assistance and that the next six meetings following that be on immigration measures.

3. That at the discretion of the Chair and subject to witness availability, the Committee follow the following proposed meeting outline:

Meeting 1: UN agencies

Meeting 2: NGOs

Meeting 3: NGOs

Meeting 4: Afghan/Afghan families/organizations

Meeting 5: Afghan/Afghan families/organizations

Meeting 6: Veteran’s groups

Meeting 7: Veteran’s groups

Meeting 8: Department of National Defence officials/Minister

Meeting 9: Department of Foreign Affairs, Trade and Development officials/Minister

Meeting 10: Department of Citizenship and Immigration officials/Minister

Meeting 11: Drafting of report

Meeting 12: Drafting of report

Meeting 13: Drafting of report

4. That, at the discretion of the Chair, the committee add additional meetings to accommodate scheduling of witnesses and ministers as required, as well as additional meetings for report consideration, if required.

5. That, for the first three meetings, the following witnesses be invited and that, subject to witness availability, any vacancies on panels be filled according to the workplan dated 19 January 2022:

6. And that the subcommittee meet at a future date to determine witnesses for further meetings.

At 6:38 p.m., the sitting was suspended.

Pursuant to the order of reference of Wednesday, December 8, 2021 and the motion adopted by the committee on Monday, December 13, 2021, the committee commenced its study of the situation in Afghanistan: humanitarian assistance for the Afghan people.

Patrick Hamilton and John Aylieff made statements and answered questions.

At 7:45 p.m., the sitting was suspended.

At 7:50 p.m., the sitting resumed.

Indrika Ratwatte, George Varughese and Michael Messenger made statements and, with Rema Jamous Imseis and Julie McKinlay, answered questions.

At 8:35 p.m., the committee adjourned to the call of the Chair.
