Pursuant to Standing Order 106(4), the committee commenced consideration of the request by four members of the committee to discuss their request for additional witnesses for the study of addressing sexual misconduct issues in the Canadian Armed Forces, including the allegations against former Chief of the Defence Staff Jonathan Vance.

Motion

James Bezan moved, — That, pursuant to Standing Order 108(2), the committee, concerning its study of addressing sexual misconduct issues in the Canadian Armed Forces, including the allegations against former Chief of Defence Staff Jonathan Vance, and the allegations against Chief of Defence Staff Art McDonald, invite Katie Telford, Chief of Staff to the Prime Minister, to testify for no less than two hours; that the meeting be held in public and be televised; that the witness be called to testify within seven days of this motion passing; and that the timelines for completing this study remain unchanged.

Debate arose thereon.

A point of order was raised as to the procedural acceptability of the repetitiveness of statements.

RULING BY THE CHAIR

The Chair ruled the statements admissible as they have not being recognized as a repetition of previously made statements.

Whereupon, Cheryl Gallant appealed the decision of the Chair.

The question: "Shall the decision of the Chair be sustained?" was put by recorded division and the result of the vote was announced:

YEAS: Larry Bagnell, Yvan Baker, Sherry Romanado, Sven Spengemann, Anita Vandenbeld — 5;

NAYS: Leona Alleslev, Bob Benzen, James Bezan, Cheryl Gallant, Randall Garrison — 5.

Accordingly, the Chair's decision was sustained as the question was not negatived.

The committee resumed consideration of the motion moved by James Bezan.

Randall Garrison moved, — That the committee suspend until Monday, May 3, 2021.

At 3:01 p.m., the sitting was suspended.

At 3:11 p.m., the sitting resumed.

At 3:12 p.m., the sitting was suspended.

The Chair ruled the proposed motion inadmissible as it is not considered a dilatory motion.

The committee resumed consideration of the motion moved by James Bezan, on Friday, April 30, 2021, which read as follows:

By unanimous consent, the motion was withdrawn.

Katie Telford made a statement and answered questions.
