Pursuant to Standing Order 106(4), the committee commenced consideration of the request by four members of the committee to undertake a study of allegations of sexual misconduct on the part of retired General Jonathan Vance during and before his tenure as Chief of Defence Staff of the Canadian Armed Forces.

Motion

James Bezan moved, — That the committee begin an immediate study into the allegations of sexual misconduct on the part of retired General Jonathan Vance during and before his tenure as Chief of Defence Staff of the Canadian Armed Forces, that at least five meetings be held in public for no fewer than two hours each, that the meetings take place before Friday, February 26, 2021, that the following witnesses be called to testify individually before the committee: Hon. Harjit Sajjan, Minister of National Defence, the Deputy Clerk of the Privy Council, Christyne Tremblay Deputy Minister of National Defence, Jody Thomas, Zita Astravas, Michael Wernick, and any other witnesses the committee deems necessary, that these meetings be televised, and that the committee report its findings to the House.

Debate arose thereon.

At 2:42 p.m., the sitting was suspended.

At 2:55 p.m., the sitting resumed.

Amendment

Anita Vandenbeld moved, — That the motion be amended by replacing the words “at least five meetings” with the words “three meetings” and by deleting the words "the Deputy Clerk of the Privy Council, Christyne Tremblay, Deputy Minister of National Defence, Jody Thomas, Zita Astravas, Michael Wernick".

Debate arose thereon.

The question was put on the amendment of Anita Vandenbeld and it was agreed to on the following recorded division:

YEAS: Larry Bagnell, Yvan Baker, Alexis Brunelle-Duceppe, Marie-France Lalonde, Sven Spengemann, Anita Vandenbeld — 6;

NAYS: Bob Benzen, James Bezan, Terry Dowdall, Cheryl Gallant, Randall Garrison — 5.

The question was put on the motion, as amended, and it was agreed to on the following recorded division:

The motion, as amended, read as follows:

That the committee begin an immediate study into the allegations of sexual misconduct on the part of retired General Jonathan Vance during and before his tenure as Chief of Defence Staff of the Canadian Armed Forces, that three meetings be held in public for no fewer than two hours each, that the meetings take place before Friday, February 26, 2021, that the following witness be called to testify individually before the committee: Hon. Harjit Sajjan, Minister of National Defence, and any other witnesses the committee deems necessary, that these meetings be televised, and that the committee report its findings to the House.

Motion

Randall Garrison moved, — That the committee invite former member of Parliament Jason Kenney to provide testimony for our study of allegations of sexual misconduct on the part of retired General Jonathan Vance during and before his tenure as Chief of Defence Staff of the Canadian Armed Forces as the Minister of Defence who originally appointed General Vance as Chief of Defence Staff and to inform the committee of how similar allegations were handled at the time of his appointment and immediately thereafter.

Debate arose thereon.

Amendment

James Bezan moved, — That the motion be amended by adding after the word “thereafter”, the following: “and also call the Deputy Clerk of the Privy Council, Christyne Tremblay, the Deputy Minister of National Defence, Jody Thomas, Zita Astravas and Michael Wernick”.

The Chair ruled the proposed amendment inadmissible.

After debate, the question was put on the motion and it was agreed to on the following recorded division:
