The committee proceeded to the consideration of matters related to committee business.

The Committee resumed consideration of the motion of Tony Van Bynen, — That, pursuant to Standing Order 108(2), the Committee undertake a study, of no less than eight (8) meetings, in order to (a) understand the impacts, including the gendered impacts, of the COVID-19 pandemic on the mental health and well-being of Canadians (b) analyze the impacts on Indigenous peoples, racialized Canadians, and vulnerable populations in an effort to identify and address support gaps; (c) study the availability of mental health-promotion programs and supports for those experiencing new pandemic-related stress and anxiety and how those supports have been affected since the pandemic began, (d) study the effectiveness and availability of virtual mental health services, (e) analyze how the Government of Canada can assist provinces and territories in alleviating potential new demands on their healthcare systems resulting from any increase in depression, psychological distress, substance use, PTSD and domestic violence; that the Committee report its findings and recommendations to the House no later than December 7, 2020 and that, pursuant to Standing Order 109, the Committee request that the Government table a comprehensive response to the report.

Motion

Luc Thériault moved, — That, pursuant to Standing Order 108(2), the Committee undertake a study on the Patented Medicine Prices Review Board (PMPRB) Guidelines issued on October 23, 2020; that, as part of this study, the Committee invite experts and pharmaceutical industry representatives, as well as civil society organizations or associations (representing patients), to appear; that the Committee hold a minimum of four (4) meetings; that this study be conducted in parallel with the Committee's study on COVID-19; additional meetings should be added to the committee's schedule if the committee deems it necessary; and that the Committee report its findings and recommendations to the House; and that the government provide a response to these results within 30 days.

Michelle Rempel Garner moved, — That the motion be amended by adding after the words “if the committee deems it necessary; ” the following: “that the committee issue a request for written briefs and for requests to appear by the end of the week with a submission deadline of November 6, 2020”.

Motion

Marcus Powlowski moved, — That pursuant to Standing Order 108(2) the committee receive a briefing from the analyst and report his findings and recommendations to the House with regard to the study on the Canadian response to the outbreak of the Corona virus that it had undertaken in the first session of the 43rd Parliament and, that the committee then commence a study on the emergency situation facing Canadians in light of the second wave of the COVID-19 pandemic and, that this study evaluate, review and examine all issues relevant to this situation, that the initial five topics studied shall be determined by each party submitting a ranked list of their top five priority study areas to the clerk by October 27 at 5 p.m. so that he can prepared a ranked list; each party will be entitled to one witness per one-hour witness panel and two witnesses per two-hour witness panel and, that we request pertinent documents topic-by-topic after hearing from each witness and ascertaining which documents are relative to a productive study of the issue.

Motion

Don Davies moved, — That pursuant to Standing Order 108(2), the committee undertake a study on the development of a national dental care program as an insured service for all Canadians; that the committee report its findings and recommendations to the House; and that pursuant to Standing Order 109 the committee request that the government table a comprehensive response to the report.

It was agreed, — That the committee do now adjourn.
