The committee proceeded to the consideration of matters related to committee business.

The Chair presented the Second Report from the Subcommittee on Agenda and Procedure, which read as follows:

Your subcommittee met on Thursday, November 26, 2020, to consider the business of the committee and agreed to make the following recommendations:

  1. That the committee prioritize and commence the following three studies:

    1. That, pursuant to Standing Order 108(2), the committee undertake a study on women’s unpaid work and the contribution made by the family and humanitarian tasks they perform for society, including, but not limited to support and care of spouses, children, grandchildren, seniors, and individuals in long-term care; that the committee report on the scope of this contribution, its economic and social value and the measures the federal government could take within its fields of jurisdiction respecting these activities; that the committee report its recommendations to the House, and pursuant to Standing Order 109, the committee request that the government table a comprehensive response to the report.
    2. That, pursuant to Standing Order 108(2), the committee undertake a study examining the challenges faced by women living in rural communities, including, but not limited to access to social services, public safety and emergency services, infrastructure, the justice system and emergency shelters; that the committee consider the different circumstances encompassed within rural communities, and the unique circumstances of senior women, young women, and Indigenous women in rural communities; that the committee report its findings to the House, and pursuant to Standing Order 109, the committee request that the government table a comprehensive response to the report.
    3. That, pursuant to Standing Order 108(2), the committee undertake a study on the implementation of the Pay Equity Act; that, following the Parliamentary Budget Officer’s report on the “Fiscal Analysis of Federal Pay Equity”, the committee invite the Federal Pay Equity Commissioner, the Minister of Labour, and the Parliamentary Budget Officer to give an update on the current status of pay equity in federally regulated workplaces; that the committee report its recommendations to the House and, pursuant to Standing Order 109, the committee request that the government table a comprehensive response to the report.

It was agreed, — That the Second Report from the subcommittee, as amended, be concurred in.

It was agreed, — That the study on challenges faced by women living in rural communities commence on Tuesday, December 1, 2020, that the study on women's unpaid work commence on Thursday, December 3, 2020, and that the study on pay equity commence on Tuesday, December 8, 2020.

It was agreed, — That the committee meet in camera on Tuesday, December 3, 2020, to discuss the workplan for each study.

Pursuant to Standing Order 108(2) and the motion adopted by the committee on Tuesday, October 27, 2020, the committee commenced its study of the challenges faced by women living in rural communities.

The witnesses made statements and answered questions.
