Pursuant to Standing Order 108(2) and the motion adopted by the committee on Thursday, March 18, 2021, the committee resumed its study of sexual misconduct within the Canadian Armed Forces.

Gregory Lick and LCol Eric Leblanc made statements and, with Robyn Hynes, answered questions.

At 12:00 p.m., the sitting was suspended.

At 12:01 p.m., the sitting resumed.

Marie Deschamps made a statement and answered questions.

The committee proceeded to the consideration of matters related to committee business.

Motion

Sonia Sidhu moved, — That, regarding the committee’s study of sexual misconduct within the Canadian Armed Forces, each party be invited to submit their priority-ranked witnesses to the clerk by 5:00 p.m. Eastern Standard Time on Wednesday, March 31, 2021, and these witnesses be invited by the clerk based on the schedule of the committee.

Debate arose thereon.

Amendment

Leona Alleslev moved, — That the motion be amended by adding after the words “on the schedule of the committee” the following: “with two meetings to be held during the week of April 6 to April 9, 2021”.

The question was put on the amendment of Leona Alleslev and it was negatived on the following recorded division:

YEAS: Leona Alleslev, Lindsay Mathyssen, Nelly Shin, Alice Wong — 4;

NAYS: Anju Dhillon, Gudie Hutchings, Marc Serré, Sonia Sidhu, Salma Zahid — 5.

The committee resumed consideration of the motion moved by Sonia Sidhu, which read as follows:

That, regarding the committee’s study of sexual misconduct within the Canadian Armed Forces, each party be invited to submit their priority-ranked witnesses to the clerk by 5:00 p.m. Eastern Standard Time on Wednesday, March 31, 2021, and these witnesses be invited by the clerk based on the schedule of the committee.

The question was put on the motion and it was agreed to on the following recorded division:

YEAS: Leona Alleslev, Anju Dhillon, Gudie Hutchings, Andréanne Larouche, Lindsay Mathyssen, Marc Serré, Nelly Shin, Sonia Sidhu, Alice Wong, Salma Zahid — 10;

NAYS: — 0.

Motion

Andréanne Larouche moved, — That a meeting on the study of sexual misconduct within the Canadian Armed Forces be held on Thursday, April 8, 2021.

The question was put on the motion and the result of the vote was announced:

YEAS: Leona Alleslev, Andréanne Larouche, Lindsay Mathyssen, Nelly Shin, Alice Wong — 5;

NAYS: Anju Dhillon, Gudie Hutchings, Marc Serré, Sonia Sidhu, Salma Zahid — 5.

Whereupon, the Chair voted in the affirmative.

Accordingly, the motion was agreed to.

At 1:08 p.m., the committee adjourned to the call of the Chair.
