The committee proceeded to the consideration of matters related to committee business.

It was agreed, — That the First Report from the Subcommittee on Agenda and Procedure, which read as follows, be concurred in:

Your subcommittee met on Monday, October 19, 2020, to consider the business of the committee and agreed to make the following recommendations:

1. That the committee resume its study of the situation in Hong Kong and report to the House before Friday, December 11, 2020.

2. That the amended work plan on the situation in Hong Kong be adopted.

3. That the committee invite the Ambassador of the People’s Republic of China to Canada to appear before the committee on Monday, October 26, 2020, to discuss Canada-China relations as well as the situation in Hong Kong and that all related correspondences be published on the committee’s website.

4. That, should the Ambassador decline the committee’s invitation or if the Ambassador is unavailable to appear on Monday, October 26, 2020, a briefing session with the Consul General of Canada in Hong Kong and Macao and officials from Global Affairs Canada be organized to update the committee regarding the situation in Hong Kong; and that other witnesses be also scheduled to appear on this study.

5. That the analysts and the clerk of the committee, in consultation with the Chair, prepare a news release for publication on the committee’s website to invite written briefs regarding the study of the situation in Hong Kong to the committee by Friday, November 13, 2020.

6. That, following the meetings and during the period provided for drafting the report on the study of the situation in Hong Kong:

(i) the Minister of Foreign Affairs be invited to appear;

(ii) the Honourable John McCallum and Robert G. Wright be scheduled to appear; and,

(iii) officials from Global Affairs Canada provide a briefing session on the situation in Tibet and Canada’s relationship as part of the committee’s ongoing study on Canada’s relationship with China.

7. That, upon the completion of the study of the situation in Hong Kong, the committee study issues related to national security as they relate to its mandate, including, but not limited to: cybersecurity and the threat of foreign influence; and that the committee invite the Minister of Public Safety to appear as part of that study.

It was agreed, — That the analysts and the clerk of the committee, in consultation with the Chair, prepare a news release for publication on the committee’s website to express its disappointment with the response received from the Embassy of the People’s Republic of China in Canada.

At 12:03 p.m., the sitting was suspended.

At 12:09 p.m., the sitting resumed in public.
