Private Members' Business

At 11:00 a.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.

The House resumed consideration of the motion of Mr. Stetski (Kootenay—Columbia), seconded by Mr. MacGregor (Cowichan—Malahat—Langford), — That Bill C-281, An Act to establish a National Local Food Day, be now read a second time and referred to the Standing Committee on Agriculture and Agri-Food.

The debate continued.

The question was put on the motion and, pursuant to Standing Order 93(1), the recorded division was deferred until Wednesday, May 30, 2018, immediately before the time provided for Private Members' Business.

Government Orders

The Order was read for the consideration at report stage of Bill C-47, An Act to amend the Export and Import Permits Act and the Criminal Code (amendments permitting the accession to the Arms Trade Treaty and other amendments), as reported by the Standing Committee on Foreign Affairs and International Development with amendments.

Pursuant to Standing Order 76.1(5), the Speaker selected and grouped for debate the following motions:

Group No. 1 — Motions Nos. 1 and 2.

Group No. 1

Ms. Laverdière (Laurier—Sainte-Marie), seconded by Ms. Brosseau (Berthier—Maskinongé), moved Motion No. 1, — That Bill C-47, in Clause 8, be amended by adding after line 12 on page 5 the following:

“(2) If, subsequent to the issuance of the permit, the Minister becomes aware of any information that could affect the determination made under subsection (1), he or she shall reconsider whether the risk that the export or the brokering of the goods or technology specified in the application for the permit would result in any of the negative consequences referred to in subsection 7.3(1) and, if applicable, amend, suspend or cancel the permit.”

Ms. Bergen (Portage—Lisgar), seconded by Mrs. Stubbs (Lakeland), moved Motion No. 2, — That Bill C-47 be amended by deleting Clause 11.

Mr. Morneau (Minister of Finance) laid upon the Table, — Notice of a Ways and Means Motion to introduce an Act to implement a multilateral convention to implement tax treaty related measures to prevent base erosion and profit shifting. (Ways and Means No. 24) — Sessional Paper No. 8570-421-24.

Pursuant to Standing Order 83(2), at the request of Mr. Morneau (Minister of Finance), an Order of the Day was designated for the consideration of this Ways and Means motion.

Daily Routine Of Business

Presenting Reports from Committees

Ms. Sgro (Humber River—Black Creek), from the Standing Committee on Transport, Infrastructure and Communities, presented the 23rd Report of the Committee, "Canada's Ocean War Graves". — Sessional Paper No. 8510-421-399.

Pursuant to Standing Order 109, the Committee requested that the government table a comprehensive response.

Ms. Rempel (Calgary Nose Hill), seconded by Mrs. Stubbs (Lakeland), moved, — That the Ninth Report of the Standing Committee on Citizenship and Immigration, presented on Thursday, March 23, 2017, be concurred in. (Concurrence in Committee Reports No. 23)

Government Orders
