Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, May 8, 2018, the Committee resumed its study of situations in Somalia, South Sudan and the Democratic Republic of Congo.

The Committee resumed consideration of a draft report.

At 10:00 a.m., the sitting was suspended.

At 10:05 a.m., the sitting resumed.

It was agreed, — That the draft report be adopted.

It was agreed, — That the report be entitled: "Peacebuilding and Development in Somalia, South Sudan and the Democratic of the Congo: Recommendations for Canadian Action".

It was agreed, — That the Chair, Clerk and analysts be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report.

It was agreed, — That, pursuant to Standing Order 109, the Committee request that the Government table a comprehensive response to the report.

ORDERED, — That the Chair present the report to the House.

It was agreed, — That the analysts and the Clerk, in consultation with the Chair, prepare a news release for publication on the Committee's website and for distribution upon presentation of the report to the House.

At 10:09 a.m., the sitting was suspended.

At 10:10 a.m., the sitting resumed in public.

The Committee proceeded to the consideration of matters related to Committee business.

Motion

Guy Caron moved, — That, pursuant to Standing Order 108(2), the Committee undertake a study of the implications of the OECD monitoring of the SNC-Lavalin affair on the perception of Canada abroad, in order to determine whether this monitoring exercise could have an impact on Canada’s reputation and whether, in the long term, Canada’s diplomatic relations with its partners may be affected; and, that the Committee report its findings to the House.

The question was put on the motion and it was negatived on the following recorded division:

YEAS: Ziad Aboultaif, Steven Blaney, Guy Caron, Erin O'Toole — 4;

NAYS: Frank Baylis, Raj Saini, Jati Sidhu, Anita Vandenbeld, Borys Wrzesnewskyj — 5.

At 10:30 a.m., the Committee adjourned to the call of the Chair.
