Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Thursday, November 24, 2016, the Committee proceeded to a briefing on the Annual Report 2015-16 of the Office of the Correctional Investigator.

Howard Sapers made a statement and, with Ivan Zinger, answered questions.

At 5:01 p.m., the sitting was suspended.

At 5:03 p.m., the sitting resumed.

On motion of Pam Damoff, it was agreed, — That the Committee proceed to the consideration of matters related to Committee business.

On motion of Pam Damoff, it was agreed, — That the Committee proceed to sit in camera.

At 5:04 p.m., the sitting was suspended.

At 5:05 p.m., the sitting resumed in camera.

It was agreed, — That notwithstanding the motion adopted by the Committee on Thursday, November 24, 2016, the Minister of Public Safety and Emergency Preparedness be invited to appear before the Committee for the first hour of the meeting of Thursday, December 8, 2016, in relation with the subject matter of Supplementary Estimates (B) 2016-17 and the retention of data by the Canadian Security Intelligence Service (CSIS) and the Federal Court decision of Thursday, November 3, 2016; and that for the second hour the Director of CSIS be invited to appear in relation with the retention of data by CSIS and the Federal Court decision of Thursday, November 3, 2016.

It was agreed, — That the Committee resume clause-by-clause consideration of Bill C-22 at its meeting of Tuesday, December 6, 2016.

At 5:06 p.m., the Committee adjourned to the call of the Chair.
