The Chair called Clause 1.
The Minister made a statement and, with Evan Travers, answered questions.
At 4:29 p.m., the sitting was suspended.
At 4:32 p.m., the sitting resumed.
Brian Sauvé, by videoconference from Vancouver, British Columbia, made a statement.
At 4:37 p.m., pursuant to Standing Order 115(5), it was agreed that the Committee continue to sit.
Michelaine Lahaie made a statement and, with Brian Sauvé, by videoconference from Vancouver, British Columbia, answered questions.
At 4:56 p.m., the sitting was suspended.
At 5:20 p.m., the sitting resumed.
Questioning of the witnesses resumed.
At 5:32 p.m., the sitting was suspended.
At 5:35 p.m., the sitting resumed.
The Committee commenced its clause-by-clause study of the Bill.

On Clause 3,
Pursuant to the order adopted by the Committee on Tuesday, May 3, 2016, the following amendment, submitted by Paul Manly for the consideration of the Committee, was deemed moved:
That Bill C-98, in Clause 3, be amended by adding after line 19 on page 1 the following:
“(2) Subsection 45.29(2) is amended by striking out “or” at the end of paragraph (a) and by adding the following after that paragraph:
(a.1) is an officer or employee or former officer or employee of the Canada Border Services Agency; or”
After debate, the question was put on the amendment of Paul Manly and it was negatived, by a show of hands: YEAS: 1; NAYS: 7.
Clause 3 carried.
By unanimous consent, Clauses 4 to 14 inclusive carried severally.
On Clause 15,
Pursuant to the order adopted by the Committee on Tuesday, May 3, 2016, the following amendment, submitted by Paul Manly for the consideration of the Committee, was deemed moved:
That Bill C-98, in Clause 15, be amended by adding after line 31 on page 9 the following:
“(2) The Commission may conduct research and consult and cooperate with any person or entity, in or outside Canada, in matters relating to its mandate under this Part.”
After debate, the question was put on the amendment of Paul Manly and it was negatived, by a show of hands: YEAS: 0; NAYS: 9.
Pursuant to the order adopted by the Committee on Tuesday, May 3, 2016, the following amendment, submitted by Paul Manly for the consideration of the Committee, was deemed moved:
That Bill C-98, in Clause 15, be amended by adding after line 36 on page 30 the following:
“(2) If a removal order under the Immigration and Refugee Protection Act or an order of committal under the Extradition Act is made in respect of a person who, at the time the order is issued, has been arrested or is detained by an officer or employee of the Agency, that person must be informed, within 48 hours after the order is made, of their right to make a complaint under this Part and of how the complaint may be made.”
After debate, the question was put on the amendment of Paul Manly and it was negatived, by a show of hands: YEAS: 0; NAYS: 9.
Clause 15 carried.
By unanimous consent, Clauses 16 to 35 inclusive carried severally.
