The Committee proceeded to the consideration of matters related to Committee business.

It was agreed, — That the Tenth Report of the Subcommittee on Agenda and Procedure, which read as follows, be concurred in:

1. That, during the first hour of the meeting on Tuesday, October 30, 2018, the Committee consider the draft report in relation to the review of the House of Commons electronic petitions system.

2. That, during the second hour of the meeting on Tuesday, October 30, 2018, the Committee begin a study of the question of privilege related to the matter of the Royal Canadian Mounted Police publications respecting Bill C-71, An Act to amend certain Acts and Regulations in relation to firearms, and that Glen Motz, Member of Parliament for Medicine Hat—Cardston—Warner, be invited to appear.

3. That, in relation to the study of the question of privilege related to the matter of the Royal Canadian Mounted Police publications respecting Bill C-71, An Act to amend certain Acts and Regulations in relation to firearms, the Committee invite the Hon. Ralph Goodale, Minister of Public Safety and Emergency Preparedness, and Brenda Lucki, Commissioner of the Royal Canadian Mounted Police, to appear for one hour each on either Thursday, November 1, 2018, or Tuesday, November 6, 2018, and that they be accompanied by the appropriate officials.

4. That, on Thursday, November 8, 2018, the Committee meet to discuss Committee business, including how to proceed with the study of the question of privilege related to the matter of the Royal Canadian Mounted Police publications respecting Bill C-71, An Act to amend certain Acts and Regulations in relation to firearms.

5. That, on Tuesday, November 20, 2018, the Committee meet to consider the Supplementary Estimates (A) 2018-19.

6. That the Committee invite the Right Honourable David Johnston to appear during the first hour of the meeting on Tuesday, November 6, 2018, in relation to his nomination to the position of Debates Commissioner.

At 11:08 a.m., the sitting was suspended.

At 11:10 a.m., the sitting resumed.

Pursuant to Standing Order 108(3)(a)(iii) and the motion adopted by the Committee on Thursday, November 2, 2017, the Committee resumed its review of the House of Commons electronic petitions system.

The Committee commenced consideration of a draft report.

It was agreed, — That the draft report, as amended, be adopted.

It was agreed, — That the report be entitled: "Approval and Updating of the House of Commons Electronic Petitions System".

It was agreed, — That the Chair, Clerk and analysts be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report.

ORDERED, — That the Chair present the report to the House.

At 11:31 a.m., the sitting was suspended.

At 12:01 p.m., the sitting resumed in a televised session.

Pursuant to the Order of Reference of Tuesday, June 19, 2018, the Committee commenced consideration of the question of privilege related to the matter of the Royal Canadian Mounted Police publications respecting Bill C-71, An Act to amend certain Acts and Regulations in relation to firearms.

The witness made a statement and answered questions.

At 1:01 p.m., the Committee adjourned to the call of the Chair.
