Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, November 20, 2018, the Committee commenced its study of the subject matter of the Supplementary Estimates (A), 2018-19: Vote 1a under Canada School of Public Service, Vote 1a under Canadian Transportation Accident Investigation and Safety Board, Vote 1a under Department of Public Works and Government Services, Vote 1a under Privy Council Office, Vote 1a under Public Service Commission, Votes 1a and 5a under Shared Services Canada and Votes 1a, 10a and 15a under Treasury Board Secretariat.

The Minister made a statement and, with André Fillion, Les Linklater, Ron Parker and Michael Vandergrift, answered questions.

Kelly McCauley moved, — That, pursuant to Standing Order 108(2), the Committee conduct a full-scale study on the state of the more critical aspects of federal defence procurement to review the problems facing our procurement process and how to resolve them, as well as study options to streamline our processes for industry and the public service; that the Committee hold no fewer than ten meetings; that the study begin no later than Monday, February 4, 2019; and that the Committee report its findings to the House.

Debate arose thereon.

Kyle Peterson moved, — That the debate be now adjourned.

The question was put on the motion and it was agreed to, by a show of hands: YEAS: 6; NAYS: 3.

Questioning of the witnesses resumed.

At 4:35 p.m., the sitting was suspended.

At 4:40 p.m., the sitting resumed.
