Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Wednesday, October 31, 2018, the Committee commenced its study of the subject matter of clause 686 (Part 4, Division 20) of Bill C-86, A second Act to implement certain provisions of the budget tabled in Parliament on February 27, 2018 and other measures.

Mark Scrivens made a statement and, with Jeff Richstone, answered questions.

The Committee proceeded to the consideration of matters related to Committee business.

Motion

Colin Fraser moved, — That, in relation to the study of the subject matter of clause 686 (Part 4, Division 20) of Bill C-86, A second Act to implement certain provisions of the budget tabled in Parliament on February 27, 2018 and other measures, the Committee does not send recommendations to the Standing Committee on Finance.

The question was put on the motion and it was agreed to, by a show of hands: YEAS: 8; NAYS: 0.

At 4:52 p.m., the sitting was suspended.

At 4:53 p.m., the sitting resumed in camera.

It was agreed, — That the Third Report from the Subcommittee on Agenda and Procedure, which read as follows, be concurred in:

Your Subcommittee met on Tuesday, November 6, 2018, to consider the business of the Committee and agreed to make the following recommendations:

1. That, for the study of Bill C-78, An Act to amend the Divorce Act, the Family Orders and Agreements Enforcement Assistance Act and the Garnishment, Attachment and Pension Diversion Act and to make consequential amendments to another Act, the Committee invite to appear the witnesses suggested by the parties, as well as the organizations that requested to appear, provided that, should an additional meeting of testimony be required, it can be added at the Chair’s discretion;

2. That the Committee staff be instructed to select a photograph that could be used to illustrate the cover page of the eventual report on human trafficking in Canada, provided that the Committee approve said photograph.

Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Thursday, June 8, 2017, the Committee resumed its study of human trafficking in Canada.

At 6:02 p.m., the Committee adjourned to the call of the Chair.
