Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Monday, March 7, 2016, the Committee resumed its study of the development of a national pharmacare program.

The witnesses made statements and answered questions.

At 12:38 p.m., the sitting was suspended.

At 12:42 p.m., the sitting resumed.

The Committee proceeded to the consideration of matters related to Committee business.

Motion

Don Davies moved, — That the Second Report of the Subcommittee on Agenda and Procedure of the Standing Committee on Health be adopted.

The question was put on the motion and it was negatived, by a show of hands: YEAS: 3; NAYS: 5.

Doug Eyolfson moved, — That the Committee proceed to sit in camera.

The question was put on the motion and it was agreed to, by a show of hands: YEAS: 5; NAYS: 4.

At 12:48 p.m., the sitting was suspended.

At 12:49 p.m., the sitting resumed in camera.

It was agreed, — That the Second Report of the Subcommittee on Agenda and Procedure of the Standing Committee on Health, which read as follows, be concurred in as amended:

Your Subcommittee met on Thursday, February 16, 2017, to consider the business of the Committee and agreed to make the following recommendations:

1. That, in relation to the study of the public health effects of online violent and degrading sexually explicit material on children, women and men (M-47):

a. the Committee dedicate the meetings of Tuesday, April 4, Thursday, April 6 and Tuesday, April 11, 2017, to hear witnesses;
b. the Subcommittee on Agenda and Procedure meet on Thursday, April 13, 2017, to determine if more meetings are necessary;
c. witnesses not selected to appear be asked to provide written submissions focusing on the public health effects of online violent and degrading pornography; and
d. written submissions be of a maximum of five (5) pages and be sent to the Clerk of the Committee electronically no later than Friday, March 10, 2017, 23:59 EDT.

2. That, with respect to Bill C-277, An Act providing for the development of a framework on palliative care in Canada, the Committee dedicate up to four (4) meetings in March and that members of the Committee submit to the Clerk of the Committee, by Tuesday, February 28, 2017 at 5:00 p.m., their prioritized lists of witnesses.

3. That, in relation to the study of the development of a national pharmacare program and notwithstanding the Committee’s plan to travel, the Committee dedicate its first meetings in May to focus on the international best practices in Pharmacare.

4. That the Committee consider the Main Estimates 2017-2018 and that the Minister of Health, along with the appropriate officials, be invited to appear.
