Pursuant to Standing Order 108(2), the Committee proceeded to a briefing on the Opioid Summit.

The Minister made a statement and answered questions.

The Committee proceeded to the consideration of matters related to Committee business.

Motion

Gordon Brown moved, — That, pursuant to Standing Order 108(2), the Committee immediately undertake a study on thalidomide that: (a) focuses on the forgotten survivors of thalidomide; and (b) examines the effectiveness of the 2015 Thalidomide Survivors Contribution Program.

Debate arose thereon.

Motion

John Oliver moved, — That the debate be now adjourned.

Pursuant to Standing Order 108(2) and the motion adopted by the Committee on March 7, 2016, the Committee resumed its study of the Development of a National Pharmacare Program.

Jean-Denis Fréchette made a statement and, with Mostafa Askari, Carleigh Malanik and Mark Mahabir, answered questions.

At 10:20 a.m., the sitting was suspended.

At 10:24 a.m., the sitting resumed in camera.

The Committee proceeded to the consideration of matters related to Committee business.

It was agreed, — That, notwithstanding the Committee routine motion on staff and members attending in camera proceedings, adopted on February 3, 2016, Kamal Khera, M.P., be permitted to attend the in camera portion of the meeting.

It was agreed, — That the Committee take note of the Parliamentary Budget Officer’s presentation made on December 13, 2016, and invite him to continue his study on the Development of a National Pharmacare Program based on the suggested terms of reference, with the addition of a component on exemptions from the co-payment on the British model.

At 10:54 a.m., the Committee adjourned to the call of the Chair.
