Pursuant to Standing Order 108(2) and the motion adopted by the Committee on September 22, 2016, the Committee resumed its study of the Opioid Crisis in Canada.

Lisa Lapointe, Bonnie Henry, David Juurlink and Sean LeBlanc made statements and answered questions.

At 10:40 a.m., the sitting was suspended.

At 10:43 a.m., the sitting resumed.

The Committee proceeded to the consideration of matters related to Committee business.

Motion

Sonia Sidhu moved, — That, pursuant to Standing Order 108(2), the Committee call upon the Minister of Health to move as quickly as possible to conduct a review of the laws and regulations in place with regard to safe injection sites; and that this review should have as an end goal to improve the health and safety of Canadians, using a strong, evidence-based approach.

Amendment

Colin Carrie moved, — That the motion be amended by replacing the words “safe injection sites” by “consumption sites”, by adding the words “be reported back to the Committee” after the words “This review should” and by adding the words “that strengthens consultations with communities who will be affected” after the words “evidence-based approach”.

After debate, the question was put on the amendment of Colin Carrie and it was negatived, by a show of hands: YEAS: 2; NAYS: 6.

Amendment

Ron McKinnon moved, — That the motion be amended by replacing the words “safe injection sites” by “supervised consumption sites”.

The question was put on the amendment of Ron McKinnon and it was agreed to, by a show of hands: YEAS: 7; NAYS: 0.

Amendment

Don Davies moved, — That the motion be amended by adding the words “and that the Minister be obligated to report back to the Committee on the result of her review” after the words “supervised consumption sites”.

The question was put on the amendment of Don Davies and it was agreed to, by a show of hands: YEAS: 7; NAYS: 1.

The question was put on the motion, as amended, and it was agreed to, by a show of hands: YEAS: 7; NAYS: 1.

The motion, as amended, read as follows:

That, pursuant to Standing Order 108(2), the Committee call upon the Minister of Health to move as quickly as possible to conduct a review of the laws and regulations in place with regard to supervised consumption sites; that the Minister be obligated to report back to the Committee on the result of her review; and that this review have as an end goal to improve the health and safety of Canadians, using a strong, evidence-based approach.

At 10:54 a.m., the Committee adjourned to the call of the Chair.
