Pursuant to Standing Order 81(4) and the motion adopted by the Committee on Tuesday, February 23, 2016, the Committee commenced consideration of the Main Estimates 2016-17: Votes 1, 5, 10, 15, 20 and L25 under Foreign Affairs, Trade and Development, vote 1 under International Development Research Centre and vote 1 under International Joint Commission (Canadian Section), referred to the Committee on Tuesday, February 23, 2016.

The Chair called Vote 1 under Foreign Affairs, Trade and Development.

Hon. Stéphane Dion and Hon. Marie-Claude Bibeau made statements and, with Arun Thangaraj and Daniel Jean, answered questions.

At 4:32 p.m., the sitting was suspended.

At 4:37 p.m., the sitting resumed.

Daniel Jean, Arun Thangaraj, Vincent Rigby and Peter M. Boehm answered questions.

At 5:25 p.m., the sitting was suspended.

Committee Business
The Committee proceeded to the consideration of matters related to Committee business.

The Chair presented the Third Report from the Subcommittee on Agenda and Procedure. The Report was concurred in and read as follows:

Your Subcommittee met on Tuesday, May 3, 2016, to consider the business of the Committee and agreed to make the following recommendations:

1. That the list of priority witnesses and alternates outlined in the document prepared by the analysts for the Committee’s study on the countries of focus for Canada’s bilateral development assistance be agreed to.

2. That the News Release for the study on the countries of focus for Canada’s bilateral development assistance be agreed to.

3. That the background information document prepared by the analysts for witnesses who will appear in relation to the study on the countries of focus for Canada’s bilateral development assistance be agreed to.

4. That drafting instructions, for the report on Women, Peace and Security, be discussed by the Committee on 10 May 2016.

At 5:25 p.m., the Committee adjourned to the call of the Chair.
