The Committee proceeded to the consideration of matters related to Committee business.

It was agreed, — That, in relation to Orders of Reference from the House respecting Bills,

(a) the Clerk of the Committee shall, upon the Committee receiving such an Order of Reference, write to each Member who is not a member of a caucus represented on the Committee to invite those Members to file with the Clerk of the Committee, in both official languages, any amendments to the Bill, which is the subject of the said Order, which they would suggest that the Committee consider;

(b) suggested amendments filed, pursuant to paragraph (a), at least 48 hours prior to the start of clause-by-clause consideration of the Bill to which the amendments relate shall be deemed to be proposed during the said consideration, provided that the Committee may, by motion, vary this deadline in respect of a given Bill; and

(c) during the clause-by-clause consideration of a Bill, the Chair shall allow a Member who filed suggested amendments, pursuant to paragraph (a), an opportunity to make brief representations in support of them .

It was agreed, — That the third report from the Subcommittee on Agenda and Procedure, which read as follows, be concurred in:

Your Subcommittee met on Monday, March 21, 2016, to consider the business of the Committee and agreed to make the following recommendations:

1. Any Independent Members wishing to participate in clause-by-clause consideration of a bill be given 5 minutes to speak in support of any amendments deemed proposed.

2. Should clause-by-clause consideration of Bill C-6 not be completed on May 3, 2016, it will be scheduled to continue on May 5, 2016, and the consideration of the draft report will be moved to a later date.

3. Should clause-by-clause consideration of Bill C-6 be completed on May 3, 2016, the Minister and officials may appear before the Committee regarding the Main Estimates on May 5, 2016 or May 10, 2016, whichever suits their schedule best.

4. A further subcommittee meeting be held on May 31, 2016, in order to determine if further meetings are required for the study on the federal government’s initiative to resettle Syrian refugees to Canada, and that if necessary, an interim report be prepared by the analysts after 6 meetings, which would end on June 7, 2016.

5. That the Chair write a letter to the Minister and officials at the department of Citizenship and Immigration requesting that a briefing be held for all Members of Parliament to clarify any changes to the way Members of Parliament access the Ministerial Inquiries Division, and how it will affect Members in their constituency work.

6. That the deadline for submitting witnesses to the clerk for the study on the Federal Government’s Initiative to Resettle Syrian Refugees to Canada be Thursday, May 12, 2016 at 5 p.m.

Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, February 23, 2016, the Committee resumed its study of the situation facing nationals of Haiti and Zimbabwe.

The Committee commenced consideration of a draft report.

At 11:57 a.m., the sitting was suspended.

At 12:06 p.m., the sitting resumed in a televised session.

Pursuant to Standing Order 81(4), the Committee commenced consideration of the Main Estimates 2016-17: Votes 1, 5 and 10 under Citizenship and Immigration and Vote 1 under Immigration and Refugee Board, referred to the Committee on Tuesday, February 23, 2016.

The Chair called Vote 1 under Citizenship and Immigration.

The Minister made a statement and, with the other witnesses, answered questions.
