A meeting of the Board of Internal Economy of the House of Commons was held on Monday, September 16, 2013 at 3:00 p.m., in Room 112-N, Centre Block.

In the Chair: The Honourable Andrew Scheer, Speaker of the House of Commons

Present: The Honourables Peter Van Loan, John Duncan and Rob Merrifield; Mr. Nathan Cullen; Mrs. Nycole Turmel and Ms. Judy Foote

Secretary to the Board: Audrey O’Brien, Clerk of the House of Commons

Also Present: Stéphan Aubé, Chief Information Officer; André Gagnon, Clerk Assistant, Committees and Legislative Services; José Fernandez, Director, Corporate Accounting Systems and Internal Control; and Suzanne Verville, Secretariat

New Member of the Board

Pursuant to section 50(5) and (2) of the Parliament of Canada Act , the Hon. John Duncan (September 16, 2013) was sworn in as member of the Board and as representative of the Queen’s Privy Council .

Tabling of Minutes

The minutes of the meeting of June 3, 2013 were approved for tabling .

Minutes of Previous Meeting

The minutes of the meeting of June 10 , 2013 were adopted.

Business Arising from Previous Meeting

The Board discussed the Communique on Declaration of paid Speaking Engagements sent to all Members, and agreed that additional information be provided to Members.

Ratification – Media Advisory

The Board ratified the Media Advisory on the posting of the Minutes of the Board of Internal Economy issued on June 13, 2013.

Liaison committee

The Board took note of a letter from the Chair of the Liaison Committee , and agreed that the number of printed copies of committee reports charged to the House budget allocated for the printing of parliamentary publications be reduced to a maximum of 50 copies.

Members’ Expenditures Report – Improved Reporting

The Board agreed that the Members’ Expenditures Report usually tabled in the House and published on the Parliamentary Internet site at the same time as the tabling of the Public Accounts of Canada be now published, without tabling, at any time as determined by the Board. Accordingly, the Board approved the revised Members By-law section 13(1).

The Board approved that the Members’ Expenditures Report for the fiscal year 2012-2013 be published on the Parliament of Canada Web site on September 30, 2013 without being tabled in the House.

Appointment of Board Spokesperson

Pursuant to Standing Order 37(2) , the Hon. John Duncan was appointed to act as a spokesperson for the Board.
