Introduction of Government Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Poilievre (Minister of State (Democratic Reform)), seconded by Mr. Van Loan (Leader of the Government in the House of Commons), Bill C-23, An Act to amend the Canada Elections Act and other Acts and to make consequential amendments to certain Acts, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Recommendation
(Pursuant to Standing Order 79(2))
His Excellency the Governor General recommends to the House of Commons the appropriation of public revenue under the circumstances, in the manner and for the purposes set out in a measure entitled “An Act to amend the Canada Elections Act and other Acts and to make consequential amendments to certain Acts”.


Presenting Reports from Interparliamentary Delegations

Pursuant to Standing Order 34(1), Mr. Brown (Leeds—Grenville) presented the report of the Canadian delegation of the Canada-United States Inter-Parliamentary Group respecting its participation at the 67th Annual Meeting of the Southern Legislative Conference (SLC) of the Council of State Governments, held in Mobile, Alabama, from July 27 to 31, 2013. — Sessional Paper No. 8565-412-59-10.

Business of Supply

Mr. Easter (Malpeque), seconded by Ms. Murray (Vancouver Quadra), moved, — That the House express its deep concern over reports that Communications Security Establishment Canada (CSEC) has been actively and illegally monitoring Canadians and call on the government to immediately order CSEC to cease all such activities and increase proper oversight of CSEC, through the establishment of a National Security Committee of Parliamentarians as laid out in Bill C-551, An Act to establish the National Security Committee of Parliamentarians.

Debate arose thereon.

The House resumed consideration of the motion of Mr. Morin (Laurentides—Labelle), seconded by Mr. Rankin (Victoria), — That, in the opinion of the House, the government should, following consultations with provinces, territories, municipalities and First Nations, carry out a review of the Vessel Operation Restriction Regulations with the objective of facilitating and accelerating the process allowing local administrations to request restrictions regarding the use of vessels on certain waters in order to improve how waters are managed, public safety and the protection of the environment.
