The Standing Committee on Government Operations and Estimates met in a televised session at 8:44 a.m. this day, in Room C-110, 1 Wellington Street, the Chair, Pierre-Luc Dusseault, presiding.

 

Members of the Committee present: Hon. Diane Ablonczy, Mark Adler, Jay Aspin, Hon. Gerry Byrne, Pierre-Luc Dusseault, Pat Martin, Hon. Gordon O'Connor and Bernard Trottier.

 

Acting Members present: Raymond Côté for Anne-Marie Day and David Sweet for Jim Hillyer.

 

In attendance: Library of Parliament: André Léonard, Analyst; Lindsay McGlashan, Analyst.

 

Appearing: Hon. Diane Finley, Minister of Public Works and Government Services.

Pursuant to Standing Order 81(4), the Committee commenced consideration of the Main Estimates 2014-15: Votes 1 and 5 under PUBLIC WORKS AND GOVERNMENT SERVICES, referred to the Committee on Thursday, February 27, 2014.
 
Pursuant to Standing Order 81(7), the Committee commenced consideration of the Report on Plans and Priorities 2014-15 of PUBLIC WORKS AND GOVERNMENT SERVICES.
 

The Minister made a statement and, with the other witnesses, answered questions.

 

At 9:48 a.m., the sitting was suspended.

At 9:51 a.m., the sitting resumed.

 

Questioning of the witnesses resumed.

 

At 10:17 a.m., the sitting was suspended.

At 10:20 a.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That in relation to the study on the government’s open data practices, the clerk confirm whether the following organizations are available to appear before the Committee on Tuesday, April 8, 2014, and that, for each area of activity, he select one of these organizations: Canadian Council of Professional Fish Harvesters, Canadian Federation of Agriculture, Canadian Horticultural Council, Mining Association of Canada, Canadian Agri-food Trade Alliance, Canadian Institute of Forestry, Forest Products Association of Canada, and Pembina Institute.

 

It was agreed, — That in relation to the study on the government’s open data practices, the following witnesses be invited to appear before the Committee during meetings taking place after the Thursday, May 1, 2014, meeting:

1. Panel – Ontario: Province of Ontario: Donald G. Lenihan, Chair, Open Government Engagement Team; Ron McKerlie, Deputy Minister, Open Government, Ministry of Government Services; Marc Foulon, Assistant Deputy Minister, Open Government, Ministry of Government Services; John Marshall, Assistant Deputy Minister, Ministry of Research and Innovation; City of Ottawa: Robert Giggey, Open Data Lead; City of Toronto: Ulli Watkiss, City Clerk.

2.
