The Standing Committee on Justice and Human Rights met at 8:47 a.m. this day, in Room 268, La Promenade Building, the Chair, Mike Wallace, presiding.

 

Members of the Committee present: Françoise Boivin, Patrick Brown, Blaine Calkins, Sean Casey, Bob Dechert, Robert Goguen, Pierre Jacob, Matthew Kellway, Ève Péclet, Mike Wallace and David Wilks.

 

Acting Members present: Djaouida Sellah for Matthew Kellway and Brian Storseth for Kyle Seeback.

 

In attendance: Library of Parliament: Sandra Gruescu, Analyst; Dominique Valiquet, Analyst.

 

Witnesses: Canadian Cancer Society: Rob Cunningham, Senior Policy Analyst. Non-Smokers' Rights Association: François Damphousse, Director, Quebec Office. Heart and Stroke Foundation of Canada: Manuel Arango, Director, Health Policy. Ontario Campaign for Action on Tobacco: Michael Perley, Director. Ontario Provincial Police: Gary Couture, Regional Commander, East Region Headquarters.

 
Pursuant to the Order of Reference of Tuesday, November 5, 2013, the Committee resumed consideration of Bill C-10, An Act to amend the Criminal Code (trafficking in contraband tobacco).
 

Rob Cunningham, François Damphousse and Manuel Arango made statements and answered questions.

 

At 9:43 a.m., the sitting was suspended.

At 9:47 a.m., the sitting resumed.

 

Michael Perley and Gary Couture made statements and answered questions.

 

It was agreed, — That a proposed budget in the amount of $6,700, for the study of Bill C-10, An Act to amend the Criminal Code (trafficking in contraband tobacco), be adopted.

 

At 10:45 a.m., the Committee adjourned to the call of the Chair.
