The Standing Committee on Justice and Human Rights met at 11:11 a.m. this day, in Room 7-52, 131 Queen Street, the Chair, Dave MacKenzie, presiding.

 

Members of the Committee present: Françoise Boivin, Charmaine Borg, Kerry-Lynne D. Findlay, Robert Goguen, Jack Harris, Pierre Jacob, Brian Jean, Dave MacKenzie, Brent Rathgeber, Kyle Seeback and Stephen Woodworth.

 

Acting Members present: Sean Casey for Hon. Irwin Cotler.

 

In attendance: House of Commons: Wayne Cole, Legislative Clerk. Library of Parliament: Julia Nicol, Analyst; Dominique Valiquet, Analyst; Robin MacKay, Analyst.

 

Witnesses: Joe Comartin, M.P., Windsor—Tecumseh. Canadian Gaming Association: Bill Rutsey, President and Chief Executive Officer; Paul Burns, Vice-President, Public Affairs. Criminal Intelligence Service Canada: C/Supt Michel Aubin, Director General. Royal Canadian Mounted Police: Supt Eric Slinn, Director, Drug Branch; Ken Lamontagne, Director, Strategic Intelligence Analysis Central Bureau; Insp Greg Bowen, Federal and International Operations.

 
Pursuant to the Order of Reference of Tuesday, November 1, 2011, the Committee commenced consideration of Bill C-290, An Act to amend the Criminal Code (sports betting).
 

The Chair called Clause 1.

 

Joe Comartin and Bill Rutsey made statements and, with Paul Burns, answered questions.

 

The Committee commenced its clause-by-clause study of the Bill.

 

Clause 1 carried.

 
On motion of Robert Goguen, it was agreed, — That Bill C-290 be amended by adding after line 5 on page 1 the following:

“2. This Act comes into force on a day to be fixed by order of the Governor in Council.”

 

The Title carried.

 

The Bill, as amended, carried.

 

ORDERED, — That the Chair report the Bill, as amended, to the House.

 

ORDERED, — That Bill C-290, as amended, be reprinted for the use of the House at report stage.

 

At 12:10 p.m., the sitting was suspended.

At 12:15 p.m., the sitting resumed.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, September 27, 2011, the Committee resumed its study on the state of organized crime.
 

Michel Aubin and Eric Slinn made statements and, with Ken Lamontagne and Greg Bowen, answered questions.

 

On motion of Jack Harris, it was agreed, — That the Commissioner of the Correctional Service of Canada, Don Head, reply to the letter sent by the Committee on December 8, 2011, by Monday, February 27, 2012.

 

At 1:04 p.m., the Committee adjourned to the call of the Chair.
