The Standing Committee on Finance met at 8:46 a.m. this day, in Room 8-53, 131 Queen Street, the Chair, James Rajotte, presiding.

 

Members of the Committee present: Mark Adler, Hon. Scott Brison, Guy Caron, Raymond Côté, Shelly Glover, Randy Hoback, Brian Jean, Cathy McLeod, Peggy Nash, James Rajotte, Murray Rankin and Dave Van Kesteren.

 

In attendance: Library of Parliament: Mark Mahabir, Analyst; Sylvain Fleury, Analyst.

 

Witnesses: Canada Revenue Agency: Terrance McAuley, Assistant Commissioner, Compliance Programs Branch; Brian McCauley, Assistant Commissioner, Legislative Policy and Regulatory Affairs Branch; Richard Montroy, Deputy Assistant Commissioner, Compliance Programs Branch. Department of Finance: Brian Ernewein, General Director, Tax Policy Branch. Royal Canadian Mounted Police: Jean Cormier, Officer In Charge Operations Support, Federal Policing Criminal Operations; Stephen R. Corney, Sergeant, Money Laundering Program Coordinator.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on April 24, 2012, the Committee commenced its study of tax evasion and the use of tax havens.
 

Terrance McAuley, Brian Ernewein and Jean Cormier made statements and, with Richard Montroy, answered questions.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Peggy Nash moved, — That the House of Commons Standing Committee on Finance recommend that the government extend Kevin Page’s term as Parliamentary Budget Officer until a thorough, transparent and competitive search for his replacement can be completed and his successor is appointed.

 

RULING BY THE CHAIR

The Chair ruled the motion out of order because, as described on page 1054 of House of Commons Procedure and Practice, motions moved in committee must not go beyond the committee's mandate.

 

Whereupon Peggy Nash challenged the ruling of the Chair.

 

The question: "Shall the decision of the Chair be sustained?" was put and the decision was sustained by a show of hands: YEAS: 6; NAYS: 5.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on April 24, 2012, the Committee resumed its study of tax evasion and the use of tax havens.
 

Questioning of the witnesses resumed.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

On motion of Brian Jean, it was agreed, — That a proposed budget in the amount of $25,800, for the study of tax evasion and the use of tax havens, be adopted.

 

At 10:40 a.m., the Committee adjourned to the call of the Chair.
