The House resumed consideration of the motion of Mr. Fletcher (Minister of State (Democratic Reform)), seconded by Mrs. Yelich (Minister of State (Western Economic Diversification)), — That Bill C-10, An Act to amend the Constitution Act, 1867 (Senate term limits), be now read a second time and referred to the Standing Committee on Procedure and House Affairs;

And of the amendment of Mr. Cullen (Skeena—Bulkley Valley), seconded by Mr. Christopherson (Hamilton Centre), — That the motion be amended by deleting all the words after the word “That” and substituting the following:

“the House decline to give second reading to Bill C-10, An Act to amend the Constitution Act, 1867 (Senate term limits), because the term limits do not go far enough in addressing the problems with the Senate of Canada, and do not lead quickly enough to the abolition of the upper chamber, as recent events have shown to be necessary.”.

Introduction of Government Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Baird (Leader of the Government in the House of Commons and Minister of the Environment) for Mr. Kenney (Minister of Citizenship, Immigration and Multiculturalism), seconded by Mr. O'Connor (Minister of State), Bill C-56, An Act to amend the Immigration and Refugee Protection Act, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Presenting Reports from Committees

Mr. Miller (Bruce—Grey—Owen Sound), from the Standing Committee on Agriculture and Agri-Food, presented the Seventh Report of the Committee, "Young Farmers: The Future of Agriculture". — Sessional Paper No. 8510-403-128.

Pursuant to Standing Order 109, the Committee requested that the government table a comprehensive response.

A copy of the relevant Minutes of Proceedings (Meetings Nos. 1 to 24, 27 to 29, 34 and 35) was tabled.

Motions

Mr. Baird (Leader of the Government in the House of Commons and Minister of the Environment), seconded by Mr. O'Connor (Minister of State), moved, — That a take-note debate on the subject of the national discussion focusing on improvements to Canada's retirement income system, including the ongoing dialogue between federal, provincial and territorial governments and consultations with all Canadians, take place pursuant to Standing Order 53.1 on Tuesday, November 23, 2010.

The question was put on the motion and it was agreed to.

Pursuant to Standing Order 39(7), Mr. Lukiwski (Parliamentary Secretary to the Leader of the Government in the House of Commons) presented the returns to the following questions made into Orders for Return:

Q-407 — Ms. Neville (Winnipeg South Centre) — With regard to the Economic Action Plan, for every rejected application in Manitoba: (a) on what date was the application submitted; (b) on what date was a decision reached; (c) in which federal riding would the project have taken place; (d) on what date was the applicant informed of the decision; and (e) what would have been the total federal contribution? — Sessional Paper No. 8555-403-407.

Q-408 — Ms. Neville (Winnipeg South Centre) — With regard to the Economic Action Plan, for every project in Manitoba: (a) on what date was the project announced publicly; (b) was there a public event associated with the announcement and if so, what was the cost of the public event; (c) what was the federal share of the funding; (d) what was the provincial share of the funding; (e) what was the municipal share of the funding; (f) on what date was the application for funding submitted; (g) in what federal riding was it located; (h) what is its description; (i) what is the estimated completion date; and (j) on what date was the application for funding approved? — Sessional Paper No. 8555-403-408.

Q-409 — Mr. Bélanger (Ottawa—Vanier) — With regard to the Extractive Industries Transparency Initiative (EITI), how much money has Canada contributed to date for the implementation of the EITI in each fiscal year since its inception in 2002 and from which departments or agencies did these funds come? — Sessional Paper No. 8555-403-409.

Q-429 — Mr. Rodriguez (Honoré-Mercier) — With respect to the Marquee Tourism Events Program, in the last two fiscal years and for each riding: (a) how many applications were received and what was the total amount requested; (b) how many applications were deemed eligible and what was the total amount of those applications; (c) how many applications were deemed eligible without seeking approval from the minister and what was the total amount of those applications; and (d) how many applications were approved by the minister and what was the total amount of those applications? — Sessional Paper No. 8555-403-429.

Mr. Braid (Kitchener—Waterloo), seconded by Mr. Preston (Elgin—Middlesex—London), moved, — That the Standing Committee on Finance be instructed to undertake a study of the current tax incentives for charitable donations with a view to encouraging increased giving, including but not limited to (i) reviewing changes to the charitable tax credit amount, (ii) reviewing the possible extension of the capital gains exemption to private company shares and real estate when donated to a charitable organization, (iii) considering the feasibility of implementing these measures; and that the Committee report its findings to the House. (Private Members' Business M-559)

Debate arose thereon.

Pursuant to Standing Order 93(1), the Order was dropped to the bottom of the order of precedence on the Order Paper.
