The Standing Committee on Justice and Human Rights met at 3:30 p.m. this day, in Room 209, West Block, the Chair, Ed Fast, presiding.

 

Members of the Committee present: Joe Comartin, Ed Fast, Hon. Marlene Jennings, Hon. Dominic LeBlanc, Marc Lemay, Daniel Petit, Brent Rathgeber and Stephen Woodworth.

 

Acting Members present: Rod Bruinooge for Rick Norlock, Carole Freeman for Serge Ménard, Laurie Hawn for Rob Moore, Brian Jean for Rob Moore, Alexandra Mendes for Brian Murphy and Gary Ralph Schellenberger for Daniel Petit.

 

In attendance: Library of Parliament: Robin MacKay, Analyst; Dominique Valiquet, Analyst; Cynthia Kirkby, Analyst.

 

Witnesses: As individuals: Diane Urquhart, Independent Financial Analyst; Gary Logan, Detective Sergeant, (Retired), Toronto Police Fraud Squad. United Senior Citizens of Ontario: Ken Cunningham, President. Royal Canadian Mounted Police: Commr Stephen White, Acting Commissioner, Director General, Financial Crime; Supt Dean Buzza, Director, Integrated Market Enforcement Team; Stephen Foster, Director, Commercial Crime Branch.

 
Pursuant to the Order of Reference of Monday, October 26, 2009, the Committee resumed consideration of Bill C-52, An Act to amend the Criminal Code (sentencing for fraud).
 

Diane Urquhart, Gary Logan and Ken Cunningham made statements and answered questions.

 

At 4:22 p.m., the sitting was suspended.

At 5:00 p.m., the sitting resumed.

 

Joe Comartin raised a question of privilege concerning his request for documents from Corrections Canada relating to Bill C-36, An Act to amend the Criminal Code.

 

On motion of Marlene Jennings, it was agreed, — That the Committee do now adjourn.

 

At 5:35 p.m., the Committee adjourned to the call of the Chair.
