The Standing Committee on Justice and Human Rights met in a televised session at 3:33 p.m. this day, in Room 237-C, Centre Block, the Chair, Ed Fast, presiding.

Members of the Committee present: Joe Comartin, Ed Fast, Hon. Marlene Jennings, Hon. Dominic LeBlanc, Marc Lemay, Serge Ménard, Rob Moore, Brian Murphy, Rick Norlock, Brent Rathgeber and Stephen Woodworth.

Acting Members present: Claude Bachand for Serge Ménard, Russ Hiebert for Rob Moore and Gerald Keddy for Daniel Petit.

Associate Members present: Megan Anissa Leslie.

In attendance: Library of Parliament: Robin MacKay, Analyst ; Dominique Valiquet, Analyst ; Cynthia Kirkby, Analyst.

Witnesses: Canadian Human Rights Commission: Jennifer Lynch, Chief Commisioner; Philippe Dufresne, Director and Senior Counsel, Litigation Services Division. Canadian Jewish Congress: Bernie M. Farber, Chief Executive Officer; Mark Freiman, President. As an individual: Richard Moon, Professor, University of Windsor, Faculty of Law.

Pursuant to Standing Order 108(2) and 108(3)(e) and the motion adopted by the Committee on Monday, February 25, 2009, the Committee resumed its study of the review of the Canadian Human Rights Act (Section 13).

Jennifer Lynch made a statement and answered questions.

At 4:34 p.m., the sitting was suspended.

At 4:38 p.m., the sitting resumed.

Richard Moon, Bernie M. Farber and Mark Freiman made statements and answered questions.

At 5:35 p.m., the Committee adjourned to the call of the Chair.
