The Standing Committee on Foreign Affairs and International Development met at 11:07 a.m. this day, in Room 308, West Block, the Chair, Kevin Sorenson, presiding.

 

Members of the Committee present: Vivian Barbot, Hon. Raymond Chan, Paul Dewar, Peter Goldring, Denis Lebel, Hon. Keith Martin, Deepak Obhrai, Bernard Patry, Kevin Sorenson, Caroline St-Hilaire and Hon. Bryon Wilfert.

 

In attendance: Library of Parliament: Gerald Schmitz, Principal; James Lee, Analyst.

 

Witnesses: Canadian International Development Agency: Robert Greenhill, President; Gregory Graham, Acting Vice-President, Human Resources and Corporate Services Branch (HRCS). Department of Foreign Affairs and International Trade: Leonard J. Edwards, Deputy Minister; Doreen Steidle, Assistant Deputy Minister, Corporate Services.

 

Other Participants present: Senate: Hon. Bert Brown, Senator. House of Commons: Mike MacPherson, Legislative Clerk.

 
Pursuant to Standing Order 81(5), the Committee commenced consideration of the Supplementary Estimates (A) 2007- 2008: Votes 1a, 5a, 10a, 20a, 25a, L40a, 45a and 50a under FOREIGN AFFAIRS AND INTERNATIONAL TRADE, referred to the Committee on Tuesday October 30, 2007.
 

Mr. Greenhill and Mr. Edwards made statements and, with the other witnesses, answered questions.

 

Votes 1a, 5a, 10a, 20a, 25a, L40a, 45a and 50a under FOREIGN AFFAIRS AND INTERNATIONAL TRADE carried.

 

ORDERED, — That the Chair report Votes 1a, 5a, 10a, 20a, 25a, L40a, 45a and 50a under FOREIGN AFFAIRS AND INTERNATIONAL TRADE to the House.

 

At 12:34 p.m., the sitting was suspended.

At 12:45 p.m., the sitting resumed.

 
Pursuant to the Order of Reference of Monday, October 29, 2007, the Committee resumed consideration of Bill C-9, An Act to implement the Convention on the Settlement of Investment Disputes between States and Nationals of Other States (ICSID Convention).
 

The Committee commenced its clause-by-clause study of the Bill.

 

Pursuant to Standing Order 75(1), consideration of Clause 1 is postponed.

The Chair called Clause 2.

Debate arose thereon.

 

By unanimous consent, Clauses 2 to 12 inclusive carried on division.

 

The Schedule carried on division.

 

The Short Title carried on division.

 

The Title carried.

 

The Bill carried.

The Committee proceeded to the consideration of matters related to Committee business.
 

Bryon Wilfert moved, — That pursuant to Standing Order 108(2) the committee invites the responsible Minister and appropriate senior officials from the Department of Foreign Affairs and International Trade, Canadian International Development Agency and other relevant departments to discuss the current crisis in the Islamic Republic of Pakistan.

Debate arose thereon.

 

Deepak Obhrai moved, — That the motion be amended by adding the word “or” after the words “the responsible Minister and ”.

Debate arose thereon.

 

The question was put on the amendment of Deepak Obhrai and it was negatived, by a show of hands: YEAS: 3; NAYS: 5.

 

After debate, the question was put on the motion and it was agreed to.

 

At 1:14 p.m., the Committee adjourned to the call of the Chair.
