The Standing Committee on Citizenship and Immigration met at 3:31 p.m. this day, in Room 308, West Block, the Chair, Norman Doyle, presiding.

 

Members of the Committee present: Colleen Beaumier, Hon. Maurizio Bevilacqua, Robert Carrier, Olivia Chow, Norman Doyle, Nina Grewal, Hon. Jim Karygiannis, Wajid Khan, Ed Komarnicki, Thierry St-Cyr and Hon. Andrew Telegdi.

 

Acting Members present: Raymonde Folco for Colleen Beaumier and Raymonde Folco for Hon. Maurizio Bevilacqua.

 

Associate Members present: Blair Wilson.

 

In attendance: Library of Parliament: Penny Becklumb, Analyst; Sandra Elgersma, Analyst.

 

Witnesses: Office of the United Nations High Commissioner for Refugees: Abraham Abraham, Representative in Canada; Michael Casasola, Resettlement Officer; Hy Shelow, Senior Protection Officer.

 

Delegation: German-Canadian Parliamentary Friendship Group of the German Bundestag: Klaus-Peter Flosbach, Member, Head of Delegation; Jörg Rohde, Member; Volker Schneider, Member; Gero Storjohann, Member; Engelbert Wistuba, Member; Bettina Vogt, Interpreter.

 
Pursuant to Standing Order 108(2), the Committee met with representatives of the delegation from Germany.
 

The delegates made statements and answered questions.

 

At 4:37 p.m., the sitting was suspended.

At 4:44 p.m., the sitting resumed.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Thursday, November 22, 2007, the Committee resumed its study of Iraqi refugees.
 

Abraham Abraham made a statement and, with the other witnesses, answered questions.

 

At 5:47 p.m., the sitting was suspended.

At 6:06 p.m., the sitting resumed.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That, in relation to its study of Iraqi refugees, the Committee invite the Ambassador of Iraq to appear.

 

It was agreed, — That the Fifth Report of the Subcommittee on Agenda and Procedure, which read as follows, be adopted:

In accordance with its mandate pursuant to Order made November 20, 2007, your Subcommittee has considered the question of the business of the Committee.

Pursuant to the motion adopted April 28, 2008, the Subcommittee recommends:

That the meeting on April 30 be extended by up to two hours, not including any suspensions for votes, to consider the draft recommendations for the reports on immigration consultants and Iraqi refugees;

That, on Monday, May 5, the meeting be extended by up to two hours, not including any suspensions for votes, to hear the Minister on the Main Estimates for the first hour, on the subject matter of Part 6 of Bill C-50, An Act to implement certain provisions of the budget tabled in Parliament on February 26, 2008 and to enact provisions to preserve the fiscal plan set out in that budget, in the second hour, and from departmental and relevant agency officials in the last two hours;

That, during the appearance of the Minister, speakers be limited to five-minute turns in the rounds of questions;

That, on Tuesday, May 6, the Committee sit for 4 hours from 3:30 p.m., not including any suspensions for votes, to hear witnesses on Part 6 of Bill C-50 from the legal profession and its governing bodies, and from pertinent experts and professional bodies in immigration policy;

That, on Wednesday, May 7, the Committee sit for 4 hours from 3:30 p.m., to hear witnesses on Part 6 of Bill C-50 from ethnic communities with a stake in the formulation and application of immigration policy;

That, on Monday, May 12, the Committee sit for four and a half hours from 3:30 p.m., to hear other witnesses on Part 6 of Bill C-50 with an interest in the formulation and application of immigration policy, and that the final half hour be reserved for issuing drafting instructions to the analysts;

That, on Wednesday, May 14, the Committee sit for four hours from 3:30 p.m., to consider a draft of a preliminary report on the subject matter of Part 6 of Bill C-50, with a view to its adoption in a form that would be presentable on Friday, May 16; and

That members submit lists of those individuals and organizations that they believe should be heard on the subject matter of Part 6 of Bill C-50 to the Clerk of the Committee at their earliest convenience.

 

At 7:37 p.m., the Committee adjourned to the call of the Chair.
