The Standing Committee on Aboriginal Affairs and Northern Development met in camera at 3:34 p.m. this day, in Room 536, Wellington Building, the Vice-Chair, Nancy Karetak-Lindell, presiding.

 

Members of the Committee present: Harold Albrecht, Rod Bruinooge, Rob Clarke, Jean Crowder, Nancy Karetak-Lindell, Marc Lemay, Yvon Lévesque, Hon. Anita Neville and Todd Norman Russell.

 

Acting Members present: Sylvie Boucher for Barry Devolin, Rodger Cuzner for Tina Keeper and Dave Van Kesteren for Chris Warkentin.

 

In attendance: Library of Parliament: Mary Hurley, Analyst; Marlisa Tiedemann, Analyst.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Committee proceed to sit in public.

 

At 3:36 p.m., the sitting was suspended.

At 3:37 p.m., the sitting resumed in public.

 

Rod Bruinooge moved, — That pursuant to Standing Order 108(2), the Standing Committee on Aboriginal Affairs and Northern Development commence a study on the impacts of a carbon tax upon rural Aboriginal and Northern communities as it relates to the Committee's broader study of northern economic development.

Debate arose thereon.

 

Jean Crowder moved, — That the motion be amended by replacing the words “carbon tax” with the words “higher cost of living”.

 

The Chair ruled the proposed motion inadmissible as the effect of the amendment would be to duplicate the original motion authorizing the Committee's study of northern economic development, since the concept of a higher cost of living is implicit in the study statement, as previously agreed to.

 

After debate, the question was put on the motion and the result of the vote was announced: YEAS: Harold Albrecht, Sylvie Boucher, Rod Bruinooge, Rob Clarke, Dave Van Kesteren — 5; NAYS: Rodger Cuzner, Marc Lemay, Yvon Lévesque, Anita Neville, Todd Norman Russell — 5.

Whereupon, the Chair voted in the negative.

Accordingly, the motion was negatived.

 

At 3:47 p.m., the Committee adjourned to the call of the Chair.
