The Standing Committee on Human Resources, Social Development and the Status of Persons with Disabilities met at 3:35 p.m. this day, in Room 237-C, Centre Block, the Chair, Dean Allison, presiding.

 

Members of the Committee present: Dean Allison, Patrick Brown, Hon. Michael D. Chong, Ruby Dhalla, Mike Lake, Yves Lessard, Gary Merasty, Michael Savage, Mario Silva and Lynne Yelich.

 

Acting Members present: Chris Charlton for Tony Martin and Raymond Gravel for France Bonsant.

 

In attendance: Library of Parliament: Kevin Kerr, Analyst. House of Commons: Christine Lafrance, Procedural Clerk.

 

Witnesses: Department of Human Resources and Social Development: Susan Scotti, Assistant Deputy Minister, Social Development Sectors Branch; Marla Israel, Director, International Policy and Agreements, Seniors and Pensions Policy Secretariat, Social Development Sectors Branch; Nancy Lawand, Director General, Canada Pension Plan Disability Directorate. Department of Social Development: Ross MacLeod, Associate Assistant Deputy Minister, Service Canada - Processing and Operations. Department of Finance: Réal Bouchard, Senior Advisor, Expert Panel on Equalization and Territorial Formula Financing.

 
Pursuant to the Order of Reference of Tuesday, January 30, 2007, the Committee commenced consideration of Bill C-36, An Act to amend the Canada Pension Plan and the Old Age Security Act.
 

The witnesses made statements and answered questions.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

The Chair presented the 4th Report from the Subcommittee on Agenda and Procedure which read as follows:

That the following working calendar replace the one adopted by the Committee on February the 1st:

February 22 : hearings from witnesses on Bill C-36;

February 27 : clause-by-clause of Bill C-36;

February 28 : hearings from the sponsors of Bills C-269 and C-278;

March 1st : clause-by-clause of Bills C-269 and C-278;

That only the sponsors of the Bills C-269 and C-278 be heard on these studies;

That the deadlines for submitting the amendments to the Clerk adopted on February the 7th be changed for the following:

For amendments on Bill C-36 : February 23, at noon,

For amendments on Bill C-269 and C-278 : March 1st, at noon,

That the clerk prepare a budget for the Bill C-36 study;

And that the rest of the calendar adopted February 1st remains the same:

March 20, 22, 27 : Employability in Canada (hearing of witnesses),

March 29 : In camera meeting providing instructions to the Analysts for the Report on Employability in Canada, and

April : study of Bill C-303 and Bill C-284.

 

Michael Savage moved, — That the Subcommittee report be amended, by deleting the words “That only the sponsors of the Bills C-269 and C-278 be heard on these studies”.

 

It was agreed, — That the Subcommittee Report, as amended, be adopted.

 

It was agreed, — That the proposed budget in the amount of $8,700.00, for the study on Bill C-36 be adopted and that the Chair present the said budget to the Budget Subcommittee of the Liaison Committee .

 

At 5:25 p.m., the Committee adjourned to the call of the Chair.
