The Standing Committee on Government Operations and Estimates met in a televised session at 3:35 p.m. this day, in Room 237-C Centre Block, the Vice-Chair, Paul Szabo, presiding.

 

Members of the Committee present: Ken Boshcoff, Marc Godbout, Guy Lauzon, Joe Preston, Francis Scarpaleggia, Paul Szabo and Randy White.

 

Acting Members present: Pierre Poilievre for Leon E. Benoit and Benoît Sauvageau for Louise Thibault.

 

In attendance: Library of Parliament: Philippe Le Goff, Analyst; Lydia Scratch, Analyst.

 

Witnesses: Canadian Broadcasting Corporation: Pierre Nollet, Vice President, General Council and Corporate Secretary; Steven Guiton, Executive Director, Strategy and Government Relations. Association of Professional Executives of the Public Service of Canada: Robert Emond, President; Wendy Parlow, Visiting Executive; Colette Nault, Special Advisor to Executives.

 
Pursuant to the Order of Reference of Monday, October 18, 2004, the Committee resumed consideration of Bill C-11, An Act to establish a procedure for the disclosure of wrongdoings in the public sector, including the protection of persons who disclose the wrongdoings.
 

Pursuant to Standing Order 75(1), consideration of Clause 1 was postponed.

The Chair called Clause 2.

 

Pierre Nollet made a statement and, with Steven Guiton, answered questions.

 

At 4:28 p.m., the sitting was suspended.

At 4:32 p.m., the sitting resumed.

 

Robert Emond made a statement and, with Wendy Parlow and Colette Nault, answered questions.

 

At 5:30 p.m., the Committee adjourned to the call of the Chair.
